The goal of the African Development Bank (AfDB) Group is to spur sustainable economic development and social progress in its Regional Member Countries (RMCs), thus contributing to poverty reduction and sustainable development-https://www.afdb.org/en/. Accordingly, the Bank has focused its Ten Year Strategy (TYS) 2013-2022 through its High Fives1.

The Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Training on Financial Aspects of Public Private Partnerships: “The assignment”.

The services to be provided under the Assignment are essentially to: (i) design relevant training materials specifically focusing on financial issues in developing, structuring, negotiating and implementing Public Private Partnerships (PPPs); (ii) develop appropriate financial models and financial analysis toolkits for enhancing sustainable PPP projects; (iii) demonstrate and test-out the results of risks and changes in input assumptions using a localized PPP financial model; (iv) facilitate training to selected participants drawn from relevant ministries and institutions; (v) explain and apply financial concepts and metrics (value for money, net present value, internal rates of return, cash flows, sensitivity and scenario analysis, public sector comparator, financial viability, appropriate tariffs and subsidies) (vi) enhance understanding of the role of transactions advisors; (vii) illustrate the use of a PPP financial model to make informed decisions in PPP Project Identification, Feasibility, Structuring and Procurement, Insurance and Risk Mitigation (viii) equip participants with basic understanding of PPP innovative financing mechanisms; (ix) disseminate lessons and best practices in financial reporting, accounting and auditing for PPPs and; (x) explain relevant financials techniques applicable in structuring Implementation Agreements (IAs) and Power Purchase Agreements (PPAs). The consulting assignment will be undertaken with the guidance and supervision of the African Development Institute (ECAD) in collaboration with the Southern Africa Regional and Business Delivery and the African Legal Support Facility.

Under the supervision of the ECAD Task Manager, the Assignment will entail:

  • Understanding and providing comments on the Terms of Reference of the Assignment;
  • Developing detailed contents and work plan for conducting the assignment;
  • Facilitating the training and creating a conducive learning environment for optimal impact;
  • Developing methodologies, tasks/activities, outputs, outcomes and detailed workshop reports with a PPP post workshop implementation plan and deliverables;
  • Preparing and researching relevant PPP case studies for the entire program;
  • Designing a module on PPP financial models and basic financial aspects of PPPs and;
  • Drafting training manual, framework and guidelines;
  • Validating all the deliverables with the Bank and the participants;
  • Submitting final deliverables including a final report by end of October 2018;
  • Undertaking any other tasks and deliverables deemed relevant to this assignment.

The African Development Institute (ECAD) of the African Development Bank invites Individual Consultants to indicate their interest in providing the above-described services. Interested eligible consultants shall provide information on their relevant qualifications, experience and proven capacity demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable Assignments, availability of qualified staff, etc.), and an approximate budget. A strong inclination and exposure towards the energy sector would be an added advantage.

The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy. Please, note that interest expressed by a consultant does not imply any obligation on the part of the Bank to include her/him on the shortlist.

The estimated duration of services is not to exceed Ninety (90) days and the estimated starting date is October 8, 2018. The assignment shall be carried out from Eswatini (Swaziland).
