  1. The African Development Bank through its African Development Institute (ECAD) hereby invites Consulting Firms to indicate their interest in the following Assignment: Implementation of the Next African Global Leaders Program 2019-2020 Edition
  1. The services to be provided under the Assignment is to assist in the preparation and delivery of the 2019-2020 phase of the Next Global Africa IT Leader Programme in the context of the AFDB-KOAFEC Trust Fund Agreement.

Objective of the Program :

The developmental objective of the program is to create a critical mass of highly trained professionals in ICT working in development-related field of their countries to apply their enhanced knowledge and skills to help accelerate the pace of economic and social development in their countries. The mandate of the program is to provide mid-career professionals in African countries exposure to the latest techniques and knowledge available through graduate studies at higher educational institution in Korea.

The Organization :

The Institute wishes to engage the services of a high performing consulting firm to assist in the preparation and delivery of the 2019-2020 phase of the Next Global Africa IT Leader Programme. The ideal organization should have broad profile of faculty to offer Masters of Science in ICT (thesis and course work) and Masters of Arts in ICT (thesis and course work) and frontier curriculum on the same that is regularly reviewed for currency, innovation and relevance. Preference will be accorded to organizations with a minimum five-year track record of capacity development in the Republic of Korea; collaboration with African governments in the field of ICT policy; experience in managing cohorts of African students from multiple countries; and experience in consulting for Multi-lateral Development Banks (MDBs), specifically the African Development Bank.

Expected outputs and timelines :

  1. Prepare a draft curriculum for the two year Masters Programme that will result in the attainment of the following qualifications in the specified domains :
  • Engineering
      • Masters of Science in ICT (thesis)
  • Masters of Science in ICT (course work and thesis)
  • Management
      • Masters of Arts in ICT (thesis)
      • Masters of Arts in ICT (course work and thesis)
  1. Submit, for review, quarterly, mid-year and annual progress reports on the program
  2. Cooperate with the ECAD Task Manager to ensure that the consulting objectives are achieved.
  3. Prepare and submit to the Bank an End-of-Consulting Report.
  4. The African Development Institute (ECAD) invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable Assignments, availability of qualified staff, etc.).
  5. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the AfDB Rules and Procedure for the Selection of Corporate Consultants. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist.
  6. The estimated duration of services is 40 (forty) months and the estimated starting date is 14 August 2019
  7. Interested Consulting Firms may obtain further information at the address below during the Bank’s working hours in Abidjan, Côte d’Ivoire: 09h00 17h00 1.
  8. Expressions of interest must be received at the address below no later than 15 April 2019 at 16h30 Abidjan local time and specifically mentioning Implementation of Next African Global Leaders Programme 2019-2020 Edition. Firms are requested to submit expression of interest electronically.
