Specific procurement notice for proposed construction of industrial clusters phase I

Context :

  1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this Project that appeared in United Nations Development Business online (UNDB online) No. AfDB580-06/16 of 10/06/2016, and on the African Development Bank’s Internet Website (www.afdb.org) of 13/06/2016 ;
  2. The Government of the Republic of Zambia has received a loan from the African Development Bank (AfDB) toward the cost of the Skills Development and Entrepreneurship Project – Supporting Women and Youth. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for Proposed Construction of Industrial Clusters Phase I of Component I as follows:

Lot description :

  • Construction of Industrial Cluster in Mansa, Zambia ;
  • Construction of Industrial Cluster in Lusaka, Zambia.
  1. The Citizens Economic Empowerment Commission now invites sealed Bids from eligible Bidders for the construction and completion of the Mansa and Lusaka Industrial Clusters. Phase I of construction of each Industrial Cluster will include 29 workshops, 1 showroom, 1 restaurant, 1 perimeter wall, exterior works and other amenities and structures specified in the drawings (hereinafter called “the works”). International Competitive Bidding will be conducted in accordance with the Bank’s Rules and Procedures for the Procurement of Goods and Works ;
  2. Interested eligible bidders may obtain further information from and inspect the bidding documents at the Project Procurement office indicated below. The bidding documents can also be accessed on the Citizens Economic Empowerment Commission website: ceec.org.zm
  3. A complete set of Bidding Documents may be purchased by interested bidders upon submission of a written application to the Citizens Economic Empowerment Commission, and upon payment of a non-refundable fee of K1 000.00 per Lot or its equivalent in any freely convertible currency at the prevailing exchange rate, in cash or by bank certified cheque. Bidders are free to bid for one or both Lots ;
  4. The provisions in the Instructions to Bidders and in the General Conditions are those of the Bank’s Standard Bidding Document for Procurement of Works, Smaller Contracts ;
  5. Bids must be delivered to the address below in the Tender box situated at the reception area, ground floor, Empowerment House on or before 10:30 hours local time on Friday 17th May 2019 and must be accompanied by a bid security duly signed and sealed by the Guarantor(s) as tabulated below:

  1. Bids shall remain valid for 126 days after the deadline for bid submission prescribed above ;
  2. Bids will be opened in the presence of bidder’s representatives who choose to attend at 10:30 hours local time on Friday 17th May 2019, at the office named in the bid document.
