The Government of the Kingdom of Lesotho has received financing from the African Development Bank towards implementation of the Economic Diversification Support Project and intends to apply part of the agreed amount for this grant to payments under the contract for consultancy services for Feasibility Study for Production of Herbs, Spices and Aromatic Plants.

The overall objective of the consultancy is to conduct a feasibility study on the market and financial viability and socio-economic implications for the commercial production of herbs, spices and aromatic plants for export, particularly to US markets through AGOA and, to a lesser degree, to regional markets in Africa and the Middle East.

The consultant will be expected to undertake a situational analysis of the market and profile of growing conditions for production of herbs, spices and aromatic plants in Lesotho. The feasibility study for production of herbs, spices and aromatic plants in Lesotho shall include determination of the minimum cost of setting up the agriculture infrastructure such as greenhouses and shade nets, irrigation, size of land, etc to make the project viable; development of a detailed financial analysis to determine the financial viability of producing the target herbs, spices and aromatic plants; undertaking a detailed feasibility study including estimate of financial returns, sensitivity analysis, and risk analysis, and project implementation plan; and based on these findings, develop a value chain analysis, market analysis, and socio-economic impact analysis of engaging Basotho farmers under different production models; e.g. smallholder producer; out-grower; owner-producer under a large-scale Village Trust; and contract workers.

The Ministry of Trade and Industry now invites eligible consulting firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services including brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may constitute joint-ventures to enhance their chances of qualification. In such cases of associations/ consortiums, EOI submissions should clearly identify one lead firm that would take up the primary responsibility of assignment delivery.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Procurement Policy and Methodology for Bank Group Funded Operations, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
