Context :
- The African Development Bank hereby invites Consulting Firms to indicate their interest in the following Assignment: Lenders’ Technical Advisor for the construction and operation of Chlorine Chlor-Alkali plant in Tanzania
- The services to be provided under the Assignment include: Development of 45 Mtpd (over 16, 200Mtpy) Chlorine Chlor-Alkali plant in Msufini area, Kibaha district coast region of Tanzania. The plant will produce chlorine, caustic soda, hydrochloric acid, and other derivatives. Project Production (average per year)

The services to be provided under the assignment include: (i) reviewing the technical, operational and commercial aspects of each component of the Project, including concept and design; legal, technical and environmental specifications; infrastructure adequacy; project management aspects; project contracts; insurance coverage, financial model and market situation including supply and demand analysis, and competition with the imports; (ii) advising Lenders on the appropriateness of the technical arrangement, operational arrangement, and financial assumptions/projection proposed by the Sponsor. As part of the assignment, the Consulting Firm is also expected to undertake a site visit prior to lenders’ site visit/due diligence in September 2019.
- The [Industries and Services Division of the Bank] invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable Assignments, availability of qualified staff, etc.);
- The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Consultants under projects financed by the Bank Group, May 2008 Edition, revised on July 2012 available on the Bank Website at http://www.afdb.org. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist.
- The estimated duration of services is [6 weeks] for the Due Diligence report to be submitted by October 4 2019 and the estimated starting date is [Aug 26, 2019.] Services will be required on ad-hoc basis thereafter to achieve financial close, scheduled Q1 2020.
