REVIEW OF THE REGULATORY AND INSTITUTIONAL FRAMEWORK OF THE ANGOLA RENEWABLE ENERGY SECTOR FOR THE ESTABLISHMENT AND OPERATIONALIZATION OF A COMPETITIVE PROCUREMENT PROGRAMME FOR INDEPENDANT POWER PRODUCERS

The Government of Angola (GoA) has received a USD 1 million grant from the Sustainable Energy Fund for Africa (SEFA) managed by the African Development Bank toward the cost of the Angola renewable Energy Program (AREP), and intends to apply part of the agreed amount for this grant to payments under the contract for Review of the regulatory and institutional framework of the Angola renewable energy sector for the establishment and operationalization of a competitive procurement program for Independent Power Producers (IPPs). The services intend to :

  1. Identify the institutional and regulatory gaps required to bridge for establishing a modern, transparent and competitive IPP procurement framework in Angola ;
  2. Identify, define and propose incentives for private investors in the renewable energy sector ;
  3. Design coordination process and procedures to undertake competitive procurement activities for IPPs ;
  4. Set a framework for identifying and preparing renewable energy projects that are suitable for IPPs, with a tentative objective to propose pilot deals ;
  5. Organize knowledge transfer by training and guiding government officials on IPP procurement issues and on the associated proposed framework.

The program is implemented by the GoA through its Ministry of Energy and Water which now invites eligible consulting firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the African Development Bank’s “Procurement Framework for Bank Group Funded Operations”, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
