CONSULTANCY SERVICES FOR DESIGNS REVIEW, DETAILED DESIGNS, CONSTRUCTION SUPERVISION AND CONTRACT MANAGEMENT

(INDIVIDUAL CONSULTANT)

The Government of the Republic of Malawi through the Ministry of Industry, Trade and Tourism, has received financing from the African Development Fund (ADF) towards the cost of support to the Promoting Investment and Competitiveness in Tourism Sector (PICTS) Project. The Implementing Agency intends to apply part of the proceeds to finance payments under the contract for the consultancy for Designs review, detailed designs, construction supervision and contract management for Rehabilitation of Mzuzu Lodge Training Centre; Environmental Education Information Room; Aquarium & Youth Hostel Rooms; Gate & Swimming Pool and Building of Information Centre.

Objective of the Consultancy :

The Rehabilitation of Mzuzu Lodge is aimed at improving quality of the infrastructure used for the provision of training services at the Malawi Institute of Tourism and increasing access to potential aspirants who may wish to study both generic, weekend and short courses with the view of increasing the sectors competitiveness and investment. Additionally, to improve the condition of infrastructures in the two Protected Areas which will enhance the visitor experience thereby making Kasungu and Lake Malawi National Parks more attractive.

The Ministry of Industry, Trade and Tourism is seeking a qualified Architectural Consultant to review the designs, construct and supervise the various works for Rehabilitation of Mzuzu Lodge Training Centre, Kasungu and Lake Malawi National Parks. Knowledge of the Designing Training Institutions and National Parks infrastructure experience will be an added advantage.

The services to be provided under the Assignment include :

1. Review Available Architectural designs ;
2. Review Available Bills of Quantities ;
3. Design Architectural designs and detailed drawings ;
4. Produce (subcontract quantity surveyor) Bills of Quantities ;
5. Produce detailed Structural Drawings ;
6. Produce detailed Services drawings ;
7. Assist GoM in engaging a reputable contractor registered with NCIC in an appropriate Buildings category using the relevant competitive procurement methods ;
8. Oversight for Contract management services during the execution of Construction works/rehabilitation works ;
9. Oversight for the site supervision services during the execution of the construction contract works ;
10. Recommendations to the Client on the arrangement for preparation of as-built drawings and related technical specifications for civil works and installations, and
11. Recommendations to the Client regarding the defects liability period for the Building/Civil works and installations.

Required Qualification and Experience :

The duly registered Architectural individual consultant must have the following qualifications :

1. Be in possession of a Bachelor of Science Degree in architecture or its equivalent from a reputable college and be a registered Architect with the Board of Architects and Quantity Surveyors (BoAQS) in Malawi ;
2. Should have a minimum of five (5) years post qualification working experience ;
3. Should have a good knowledge of Malawian construction sector and proven track record in construction management ;
4. Should have a broad understanding of infrastructure and developmental issues ;
5. Should have knowledge of ADB procurement guidelines ;
6. Be mature and be ready to work with minimum supervision and at odd hours ;
7. Should be a team player ;
8. Should be ready to travel frequently and at short notice.

The Ministry of Industry, Trade and Tourism invites eligible Individual consultants to express their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, reference to similar services, experience in similar assignments and copies of certificates).

Eligibility criteria :

Establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” (May 2008 Edition, Revised July 2012), which is available on the Bank’s website at http://www.afdb.org. The Ministry of Industry, Trade and Tourism is under no obligation to shortlist any consultant who expresses interest.

The assignment will be for a period of 8 working months and the estimated starting date will be 1^st of April, 2019.

A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria based on their profiles :

1. General qualifications and adequacy for the assignment to be undertaken 30% ;
2. Similar experience in the area of expertise of the assignment and demonstrated understanding of the TOR         50%
3. Experience with AfDB, and/or multilateral donors projects 10%
4. Knowledge of the Designing Training Institutions and National Parks infrastructure experience will be an added advantage 05%
5. Knowledge of Malawian construction sector and proven track record in construction management 05%
