Evaluation of Partnerships at the African Development Bank Group

Request for Expression of Interest (EOI) for the recruitment of Individual Consultants

 

The Independent Development Evaluation function (IDEV) of the African Development Bank Group (the Bank or AfDB hereafter) requires the services of four (4) consultants, (one team leader and three thematic experts) with expertise in evaluating financing, non-financing partnerships and loan syndications.

The proposed evaluation aims to facilitate learning at the Bank by providing an evidence base on the performance of current partnerships at the AfDB. The following are the specific objectives of the evaluation:

  1. To provide an assessment of the effectiveness and efficiency of the various partnerships initiatives at the AfDB;
  2. To identify the factors affecting the performance of partnerships and the conditions under which the could achieve results, and
  • To provide the Bank’s Management and the Board with lessons and recommendations towards improving the effectiveness of the present and future partnerships.

The evaluation will examine both sovereign and non-sovereign operations borne out of the Bank’s partnership arrangements.

EOIs are sought from individual consultants for the following component assignments in the evaluation:

A Team Leader in charge of coordinating the work of thematic experts

A thematic expert in charge of evaluating the financing partnerships (including co-financing and trust funds)

  • A thematic expert in charge of evaluating the non-financing partnerships (including coordination and cooperation, knowledge partnership)

A thematic expert in charge of evaluating Loan Syndication

The roles of the consultants are to support the IDEV evaluation team in the activities leading to the delivery of: i) an Inception Report; ii) Thematic and Synthesis Reports of the evaluation as well as providing intellectual and technical leadership throughout the evaluation process, from the inception of the evaluation to submission of the summary synthesis evaluation reports.

The assignment will be coordinated by a Task Manager and with support of an IDEV team that will provide research support, data analysis and contribution to data collection and report writing.

The assignment is expected to start in May and end by December 2019. The Consultants are expected to work from their countries of residence, with working visits to Abidjan and other countries selected for data collection.

The Consultants are expected to have extensive experience in the evaluation of development partnerships activities, trust funds, knowledge partnerships, coordination, policy dialogue project finance, loan syndication, and other types of partnership. They must demonstrate experience in managing evaluations and working in high-level teams for Multilateral Development Banks (MDBs), Development Finance Institutions (DFIs), or other bilateral agencies. The Consultants shall have the following minimum qualifications and experience:

  1. A master’s degree with a minimum of 10-15 years of demonstrated knowledge and experience in the development evaluation, economics, finance, public policy, or other related topics.
  2. Extensive experience in evaluating partnerships with a strong knowledge of Africa’s development context.
  • Previous experience in thematic and corporate evaluations, especially of various partnership arrangements and syndicated funds at the African Development Bank Group or previously published research in the field of development partnerships will be an advantage.
  1. Excellent verbal and written skills in English or French with a working proficiency in the second language.
  2. Proficiency in using quantitative and qualitative data analysis software’s such as Stata, NVivo and Atlas.ti, and Microsoft products including Windows, Word, Excel, and PowerPoint.
  3. A demonstrated ability to write succinctly and manage complexity in evaluations will be an asset.
  • Proven experience in coordinating a team of highly skilled experts and the ability to deliver within tight timelines.
  • Availability to travel during the proposed data collection period is required.
