(CONSULTING SERVICES)
Mozambique Energy Strategy Update

- This Request for Expression of Interest follows the General Procurement Notice (GPN) that was published in the United Nations Development Business website with the reference AfDB441-05/16 and in the African Development Bank Group’s Internet website on 11th May 2016 ;
- The Republic of Mozambique has received financing from the African Development Bank toward the cost of the Enabling Large Scale Gas and Power Investments in Mozambique Technical Assistance (ELSGAPI) to improve the enabling environment for investments in the country’s promising Gas and Power sector. The Ministry of Mineral Resources and Energy (MIREME), hereinafter referenced to as the Client, intends to apply part of the funds to contract consultancy services to undertake the Preparation of Ten Years Energy Strategy for Mozambique ;
- The overall objectives of the assignment is to draw up a National Energy Strategy that clearly sets out the main goals to be pursued in the upcoming ten years (2019 – 2029), describing the basic decisions to be taken, establishing the priorities of actions to enable Mozambique to act in a free market and reassure resumption of a sustainable growth ;
- The Client now invites eligible firms/consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The required expertise shall include knowledge of Energy Strategies formulation; Energy Demand forecast; Electricity; Natural Gas; Coal; Renewable Energies; Strategic Environmental assessments; Social assessments; Economic Development Planning; Legal; Fiscal and Human Resources expertise ;
- Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 edition, revised July 2012, which is available on the Bank’s website at http://www.afdb.org ;
