- The position is open to nationals of one of the Member Countries of the African Development Bank Group. TERMS OF REFERENCE (ToR) WATER RESOURCE MANAGEMENT CONSULTANT (INDIVIDUAL CONSULTANT)
BACKGROUND
The African Development Bank (AfDB) is the premier multi-lateral development finance institution fostering economic growth and social progress in Africa. The AfDB’s overarching goal is to reduce poverty, improve living standards by mobilizing resources in and outside Africa, and provide financial and technical assistance for development projects and programs in Africa.
The Water Development and Sanitation Department (AHWS) is part of the Agriculture, Human and Social Development Department Complex (AHVP). The AHWS Department is responsible for the coordination of the Bank’s water development and sanitation-related activities to enhance synergies and contribute to achievement of all High 5s (Feed Africa, Industrialize Africa, water-related Power and Light Africa, Integrate Africa, and Improve the Quality of Life). Through its two Divisions: Water Coordination and Partnerships(AHWS.1), and Water Security and Sanitation (AHWS.2), and the African Water Facility (AWF), the Department supports regional hubs in the development and promotion of new knowledge, approaches and tools for green and inclusive water resources development and management, and for improved sanitation. In so doing, the Department leads the scaling-up of the Bank’s contribution to Africa’s efforts to attain water security and sanitation for sustainable socio-economic transformation.
The hiring unit is the Water Coordination and Partnerships Division (AHWS.1). In order to contribute to the objectives of the department, AHWS.1 plans to recruit a Water Resources Management (WRM) Consultant to support the implementation of selected activities in its 2019 Work Program (WP).
OBJECTIVE AND SCOPE OF THE WORK
The objective of this assignment is to support the AHWS.1 to:
- Elaborate the coordination and collaboration arrangements for water related interventions within the Bank’s programs and operations ;
- Identify modalities for greater engagement and coordination with Regional Economic Communities (RECs) towards stronger transboundary Water Resources Management ;
- Support the Division to identify and propose strategic partnership activities ;
- Undertake ad-hoc assignments as may be requested.
The consultant will report to the Division Manager AHWS.1. Under his direct supervision and guidance, the consultant shall execute the following duties :
Task 1: Elaborate the coordination and collaboration arrangements for water related interventions within the Bank’s programs and operations :
- Assess existing Bank internal coordination committees and benchmark them against other Multi-Lateral Development Banks (as necessary) to document constraints in their functioning and in the implementation of their mandate, document lessons and recommend measures for and procedures for a fully functional Water Coordination Committee (WCC) ;
- Prepare procedures to support coordination and collaboration across the African Development Bank in IWRM&D issues ;
- Prepare a road map (including consultation framework as necessary) for operationalization of the procedures for the WCC at the Bank.
Task 2: REC’s water related sector policies, strategies, and dialogue :
Regional Economic Communities (RECs) are organisations that group together countries within geographical sub-regions for the purpose of achieving greater economic integration. RECs have a responsibility of seeking the full participation of regional stakeholders in the planning, development and implementation of regional programmes in various areas of economic development and regional natural resources management. Water is a critical factor to the integrated and cooperative socioeconomic development of the RECs. Under this task, the Consultant will :
- Review RECs’ water related sector policies and strategies and identify opportunities for synergies and collaboration with the Bank ;
- Identify strategic platforms for Bank’s engagement at RECs level in the water sector ;
- Assist AHWS in preparing a dialogue with the Water Coordination Units of the RECs1.
- Provide rapporteur services and assist the Division in the preparation of the RECs and AfDB Dialogue report.
Task 3: Strategic partnership activities
Under this task, the Consultant will undertake the following activities :
- Collate and review AHWS partnership arrangements and strategic alliances and identify partnerships for enhancing water security within Bank operations in the short and medium term ;
- Identify focal areas of collaboration for these partnerships (joint projects/Joint events/ joint knowledge / joint training / Advocacy / Visibility) ;
- Identify mechanisms for the Bank’s engagement in water development and sanitation forums and events of regional and global significance and propose modalities for the Bank’s participation.
KEY DELIVERABLES
The consultant is expected to produce the following outputs:
Elaborate the coordination and collaboration arrangements for water related interventions within the Bank’s programs and operations :
- Assessment report for the sector coordination mechanisms in the Bank and rationale/niche for the Water Coordination Committee ;
- Water Coordination Committee procedures and draft road map for realizing water coordination initiatives.
REC’s Sector policies and strategies and dialogue :
- Concept note on partnership arrangements between the Bank and the RECs with respect to integrated water resources management. The note should include a summary of identified potential engagements & activities ;
- Meeting report.
Strategic partnerships :
- Water Partnership report with recommendations for collaboration ;
- The consultant will be expected to elaborate a detailed methodology and work program to realize the above results within two weeks on commencement of the assignment ;
- SADC Water Division; ECOWAS Water Resources Coordination Unit; IGAD Water Coordination Unit etc.
QUALIFICATION & EXPERIENCE :
The Department seeks a highly motivated expert with outstanding credentials and a strong record of professional accomplishment. Key qualifications include the following :
- At least a Master’s or equivalent degree in Water Resources Management or similar / or in governance and knowledge management, Civil Engineering, Water Supply, Sanitation Engineering, Environmental Engineering or related disciplines ;
- A minimum of 10 years of relevant professional experience, with at least five (5) years focusing on integrated water resources management or related field ;
- Broad experience in the preparation of investment projects and analysis of development policies ;
- Professional experience working with international development institutions ;
- Proficient or advanced competency level in Client Orientation, Achieving Results and Problem Solving and Knowledge Sharing ;
- Strong client orientation, diplomatic skills, and drive for results ;
- Computer proficiency with competency in the use of standard software (word, excel, power-point) and internet including online meeting and teleconferencing tools ;
- Fluency in English or French, knowledge of other languages is an asset ;
- Ability to work in a fast paced environment and produce quality work in a short time, within deadlines and under pressure.
DURATION AND LOCATION OF THE ASSIGNMENT :
The Consultant will commence the assignment in November 2019. The assignment is expected to last for a period of six (6) calendar months. The assignment will take place at the Bank’s headquarters in Abidjan, requires full-time presence in the Bank’s offices and may require occasional mission travel.
REMUNERATION :
The Consultant will receive a monthly all-inclusive fee to be negotiated upon contract signature, and in compliance with the Bank’s established remuneration scale, considering requisite qualifications and experience. No additional benefits or per diems will be paid while in Abidjan. The Bank will cover full costs of any required missions and provide per-diem in accordance with rules governing consultant mission travel. The Bank will provide a return economy class air-ticket from the consultant’s country of residence to Côte d’Ivoire and facilitate his/her visa application. The Consultant is responsible for his/her own health insurance and accommodation costs.
