The Government of the Republic of South Sudan has received financing from the African Development Bank towards the cost of the Strategic Water & Sanitation Improvement Project (SWSIP). It is intended that part of the proceeds of this grant will be applied to eligible payments under the contracts for Individual Consultant – Project Accountant (PA)/Financial Management (FM) Expert ;

The Services to be provided by the Project Accountant/Financial Management Expert include :

• Develop, implement, modify and document Record-Keeping and Accounting Systems, making use of the Accounting Software (QuickBook) ;
• Implement the Accounting Software (QuickBook); Prepare, examine, and analyze Accounting Records ;
• Perform or ensure regular Reconciliations are prepared for relevant Account Balances ;
• Prepare, examine and analyze Monthly, Quarterly (Quarterly Interim Financial Reports) and Annual Financial Reports ;
• Analyze operations, trends, costs, incomes, financial commitments, and obligations, so as to prepare Projections and provide Advice accordingly ;
• Develop, maintain and analyze Budgets comparing Budgeted Costs to Actual Costs on periodic basis ;
• Prepare Forms and Manuals for Accounting and Bookkeeping personnel, and direct their work activities ;
• Ensure and maintain a proper Filing System for Project Accounting Records ;
• Ensure compliance with relevant Financial Procedures, Guidelines and Standards; Initiate or conduct Inventories and other relevant Controls on Assets ;
• Supervise the work of the Project’s Accounts Assistants or any other Accounting Staff assigned to the Project ;
• Survey operations to ascertain Accounting and Financial Management needs and to recommend, develop and provide Solutions to Financial Problems ;
• Advise Project Management about issues such as resource utilization and other matters pertaining to financial management ;
• Prepare the Project for External Audits within the stipulated time-frames.

The SSUWC, as Implementing Agency of the above named project, now invites eligible Individual Consultants to indicate their interest to provide their professional services in the above named position as part of the Project Implementation Team of the above project. Interested Individual Consultants must provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.) ;

The eligibility criteria, the establishment of the short-list and the selection procedure shall be in accordance with the Procurement Policy Framework for Bank Group Funded Operations, dated October 2015, which is available on the Bank’s website at http://www.afdb.org. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;

The estimated duration of services is 48Months and the estimated starting date is October 2019 ;

A shortlist of three (3) to six (6) individual Consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
