Brief description of the Assignment : The main objective of the mission is to develop small size application or modules for larger applications, to make configurations in various systems (ETL, Survey tools, ECM) and to train and support users. Among other things, the Consultant will have to perform the tasks that follow :

Development of small size applications or updates in existing application :

  • Design, develop and test applications according to the requirements of standards development in force within the division and taking into account the conditions required by the internal quality assurance ;
  • Produce appropriate documentation for each stage of the life cycle of applications ;
  • Train users if necessary ;
  • The transfer of knowledge to the staff of the Bank.

Configuration of dedicated tools (survey tools, content management, reports) :

  • Design configurations ;
  • Implement configurations ;
  • Produce appropriate documentation related to configuration done

Configuration of ETL Jobs and ESB Services (Talend) :

  • Design configurations ;
  • Implement configurations ;
  • Generate Jobs & Services ;
  • Produce appropriate documentation related to configuration done

RECRUITEMENT OF A JUNIOR CONSULTANT

WEB DEVELOPER (APPLICATIONS SUPPORT AND CONFIGURATION)

  1. INTRODUCTION :

The African Development Bank Group (AfDB) is a regional multilateral development finance institution established in 1963 with a mandate to further the economic development and social progress of African countries, individually and collectively. The Bank has approximately over 2000 staff members, who have been recruited from a wide geographic area only limited by membership in the Bank. There are currently 78 different nationalities from Africa, Asia, Europe and the Americas represented within the Bank making the institution multicultural in every sense of the word. The Bank has two official languages: English and French. It co-operates with a large network of international development partners.

The Corporate IT Services Department (CHIS) is responsible for the provision of efficient, effective and modern IT infrastructure and application services to support optimize and transform Bank’s business process for developing Africa. Under the leadership of the Bank’s Information System’s Director, CHIS department is mandated by the Bank to deliver the best possible IT services for Bank staff and help achieve the results that will get the Bank closer to accomplishing its development goals. The department has four divisions: (i) Business Solutions Development, (ii) Corporate Applications Services, (iii) Network & Telecom Services and (iv) Client Services.

  1. OBJECTIVES OF THE MISSION :

The main objective of the mission is to develop small size application or modules for larger applications, to make configurations in various systems (ETL, Survey tools, ECM) and to train and support users.

The Corporate Information Management & Methods department is expecting to hire Consultants (Developer) with skills in application development and system configuration.

  1. ACTIVITES & DELIVERABLES :

Activities :

The consultant performs the following tasks according to the specifications and the priorities that it will be defined by the team leader with whom he will have to work. Among other things, he will have to perform the tasks that follow :

Development of small size applications or updates in existing application :

  • Design, develop and test applications according to the requirements of standards development in force within the division and taking into account the conditions required by the internal quality assurance ;
  • Produce appropriate documentation for each stage of the life cycle of applications ;
  • Train users if necessary ;
  • The transfer of knowledge to the staff of the Bank.

Configuration of dedicated tools (survey tools, content management, reports) :

  • Design configurations ;
  • Implement configurations ;
  • Produce appropriate documentation related to configuration done.

Configuration of ETL Jobs and ESB Services (Talend) :

  • Design configurations ;
  • Implement configurations ;

  • Produce appropriate documentation related to configuration done.

Deliverables :

The following are the expected deliverables during the assignment :

  • Technical documentation ;
  • Fully workable applications or configurations ;
  • User manuals.

  1. QUALIFICATIONS AND EXPERIENCE REQUIRED :

The candidate must have the following skills and qualifications :

  • At least Master / Engineering degree in Computer Sciences or related field ;
  • Between 2 and 4 years’ experience in similar assignment ;
  • Knowledge in the use of Git and TFS ;
  • Knowledge of Java Enterprise Edition development and frameworks (Groovy/Grails, Hibernate, etc…) ;
  • Knowledge of ETL and Data management tools (Talend preferably) ;
  • Knowledge of advanced survey tools (Opinio preferably) ;
  • Knowledge of HTML5, JavaScript, CSS3 XML and JSON ;
  • Good experience in the use of javascript frameworks (AngularJS, Bootstrap, JQuery, etc.) ;
  • Knowledge of the use of the web services ;
  • Experience in the development of Mobile (iOS, Android) solution ;
  • Ability to work under the double pressure of time and the demand for quality ;
  • Experience working with international organizations or large organizations ;
  • Knowledge of the techniques and technologies of communication ;
  • Proficiency in English or French.

  1. SUPERVISION OF THE MISSION :

The consultant(s) will perform its mission under the supervision of the Chief leader of Business Development Solution Team, CHIS1-BSD.

  1. DURATION OF THE MISSION :

The mission is planned for twelve (12) months.

The mission will be carried out at the headquarters of the African Development Bank in Abidjan, Côte d’Ivoire.

  1. REMUNERATION :

The compensation will be determined according to the rules and procedures of the Bank for the payment of the consultants.
