The Governments of Kenya, Tanzania and Uganda have received financing from the African Development Bank towards the cost of the Multinational Lake Victoria Maritime Communications and Transport project, and intend to apply part of the agreed amount for these loans to payments under the contract for a Regional Project Coordinator.

Lake Victoria Basin Commission (LVBC) is a specialized Institution of the East African Community (EAC) established by the EAC Partner States through a negotiated Protocol for Sustainable Development of Lake Victoria Basin. The broad mandate of LVBC is to promote, facilitate and coordinate activities of different actors towards sustainable development and Management of natural resources of the Lake Victoria.

The EAC through the Lake Victoria Basin Commission (LVBC) Secretariat is coordinating the implementation of the Multinational Lake Victoria Maritime Communications and Transport (MLVMCT) Project. This program will be implemented in Kenya, Uganda, and Tanzania for a period of four (4) years. The program addresses the maritime transportation and navigation safety intervention area and will contribute to the provision of safe, efficient, cheap and environmentally friendly transport links, and fishing activities that are essential to achieving the goals of poverty reduction and sustainable development.

Specifically, the project will establish a maritime communications system for safety on Lake Victoria, including the implementation of a Maritime Rescue Coordination Centres (MRCCs) and Search and Rescue (SAR) centres on the Lake Victoria, and develop East African Maritime Transport strategy.

Title of the Consultant : Regional Project Coordinator

Reports to : Deputy Executive Secretary, LVBC

Duration of Contract : 1 Year, Renewable subject to performance appraisal

Duty Station : Mwanza, Tanzania.

Main Purpose of the Assignment : To provide strategic leadership in coordination and implementation of the project including monitoring and evaluation;

Duties and Responsibilities :

  1. Responsible for coordination, execution and day-to-day management of the overall project’s planned activities and delivering of expected results on time;
  2. Responsible in particular for implementation of jointly/regionally executed project activities including financial management, procurement, progress reporting and monitoring in collaboration with the participating countries, Co-ordinate with the National Project Implementation Units the implementation of the nationally implemented activities;
  3. Develop the project’s annual work Plan and budget and coordinate its implementation ;
  4. Plan and organize meetings, workshops, conferences and other events relating to the program ;
  5. Act as the secretary at the meetings of the project related committees including: the Regional Policy Steering Committee (RPSC); Regional Technical Committee (RTC) ; Coordinating and consolidating National Executing Agencies (NEA) reports into Regional Reports and submit to LVBC for presentation to the RPSC ;
  6. Preparing physical and financial monthly, quarterly, annually; and ad hoc progress reports ;
  7. Analyze and monitor budget program performance, budget implementation and expense activities, and provide information on variances and alerting LVBC management on changes in trends and probable impact to the organization and its strategy ;
  8. Guiding Executing Agencies in the Partner States of the EAC on execution of procurement procedures ;
  9. Coordinate the execution of the procurement plan and maintain a database on the status of procurement of goods and services done under the program ;
  10. Coordinate the progress and timeliness of consultancies in accordance with the AfDB reporting guideline and the requisite contracts ;
  11. Prepare reports or minutes for various activities of the program and at each stage of each consultancy in accordance with the AfDB reporting guideline ;
  12. Preparation and facilitation of the project audits ;
  13. Maintain fixed asset register for the Project ;
  14. Coordinate project closure; and
  15. Perform any other duties as may be assigned by the LVBC Executives.

 

Qualifications and Experience :

  1. Master’s degree preferably in the field of Maritime Transportation, Marine Engineering, Telecommunications, Electronic Engineering or any related degree from recognized University. Project design and Management, Business or Economics Courses will be an added advantage ;
  2. At least 15 years proven track record in project design and/or management, 5 of which should be at senior level ;
  3. Proven experience in maritime transport management and coordination of development projects, and be familiar with project process budgeting, expenditures and internal controls ;
  4. Proven experience in consultancy and coordination of similar multilateral financed initiatives/projects and familiar with the Africa’s continental ICT and transport landscape and its industry requirements. Familiarity with East Africa’s maritime transport sector will be an added advantage ;
  5. Experience in strategic planning and execution of Maritime ICT projects/studies, familiarity with the EAC’s transport and communications focus and operations will be an added advantage.

 

Skills and Competencies :

  1. Effective communication skills both written and oral. Creative and independent report writing skills and ability to structure persuasive arguments in a diplomatic way is highly desirable ;
  2. Advanced level of proficiency in English, both written and oral, is essential. A working knowledge of Kiswahili will be an added advantage ;
  3. Good interpersonal skills and demonstrate ability to interact with a range of stakeholders including senior people from the Government, private sector and other stakeholders. Strong IT skills and should be computer literate in MS Office and project management software; Strong team leadership skills ;
  4. Good moderating skills (in workshops, facilitation and policy making skills), presentation (in high level meeting), communication (with flair and enthusiasm), in project and time management, advisory skills and experience in empirical work ;
  5. Ability to demonstrate exposure to practical issues of coordination of regional programmes at national levels  ;
  6. Ability to build consensus, collaboration, and maintain effective working relationships with internal and external stakeholders, at all levels including in an international and cross-cultural context; and Over and above these above technical and skills requirements, this assignment requires the utmost professionalism, ethics and confidentiality.
