  1. The African Development Bank hereby invites individual consultants to indicate their interest in the following assignment : ‘Priorities for sustainable, inclusive, and transformative growth in Ethiopia’. Over the last 15 years, Ethiopia’s economy has expanded at rates exceeding 10 percent annually and poverty declined from about 28% in 2011 to 23.5% in 2016. Structural transformation is occurring, albeit at a slow pace. However, inequality is noted to be raising and emerging macroeconomic imbalances and structural bottlenecks are putting a break on the high rates of growth as well as its inclusivity ;
  1. During 2019-2020, the African Development Bank prepared at least four studies to generate detailed information on the trends in economic growth, and economic transformation, poverty reduction and inequality, private sector contribution to the economy, and issues in economic and social governance. The studies have been completed and they underscore an array of issues that require attention ;
  1. A synthesis report is needed to bring together the findings and key recommendations from these reports as well as other available information to identify the key enablers and binding constraints to inclusive growth and transformation. The report is expected to provide a succinct story of Ethiopia’s growth and transformation over the last 20-30 years. It will identify the key messages from the studies, policy options to promote inclusive growth as well as the areas on which the Bank should focus its interventions over the medium-term ;
  1. The services to be provided under the assignment include :
  • Undertaking a systematic country diagnostic analysis of Ethiopia’s growth and structural transformation, and what needs to be done in the medium term to promote inclusive growth. The analysis will serve as a synthesis report of key issues in economic growth, inclusivity and social development. Specifically, the work will involve synthesis of: i. trends in economic growth, structural transformation; ii. private sector growth and emerging issues; iii. human capital development, including the status and quality of education, health care, water and sanitation and social protection, and iv. trends in economic and social governance; and v. employment trends and skills matching, especially among the youth and women ;
  • Examining the relationships and crosslinks between economic growth and trends in poverty and inequality, human capital development, economic and social governance and labor-market dynamics, including trends in employment and skills matching. The report will examine the extent to which growth over the last 20-30 years has been inclusive and resulted in structural transformation. It will identify the key drivers and enablers of that growth as well as the critical binding constraints in order to inform policy options over the medium- and long-term. It will identify the sectors and corresponding policy options and interventions with the largest potential for promoting inclusive growth, reducing poverty, income inequality and job creation; and
  • Preparing the synthesis report capturing, among others: critical issues in trends in economic growth, poverty inequality and reduction, human and social development, economic and social governance and employment in Ethiopia. Therefore, the key chapters of the report will include: i. Analysis of economic growth, social and structural transformation; ii. inclusivity, poverty, income and other inequalities; iii. human and social development, iv. economic and social governance, iv. employment and required skills to promote inclusive growth and sustained transformation.
  1. The assignment is expected to be completed within two months, starting on 1st October 2020 and be completed by 30 November 2020. The consultant will need to commit effort equivalent to two person months. The consultant may work from any location and no mission is expected ;
  2. The African Development Bank Ethiopia Country Office invites individual consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.) ;
  3. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy Framework under projects financed by the Bank Group, October 2015 Edition, available on the Bank Website at http://www.afdb.org. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  4. The estimated duration of the services is two person months, with expected start date of 1st October 2020 ;
  5. Interested individual consultants may obtain further information at the address below during Bank’s working hours: 8am – 5pm ;
  6. Expressions of interest must be received at the address below no later than 31st August 2020 at 6am GMT and specifically mentioning Priorities for sustainable, inclusive, and transformative growth in Ethiopia.
