TERMS OF REFERENCE

Introduction

The African Development Bank (AfDB) Group through its Safeguards Compliance Department (SNSC) wishes to recruit two (2) Consultants specializing in Environmental and Social Safeguards to join its team that works on operational activities including project preparation, appraisal, loan processing and supervision of projects and programs for the Southern Africa Regional Development and Business Delivery Office (RDGS). The Consultants are specifically being hired to conduct a detailed review and supervision of the Bank’s private sector operations in the Southern Africa Region and shall work closely with the SNSC E&S Team and Project Task Managers based at the Bank offices in Pretoria, South Africa.

The supervision will broadly focus on compliance to Bank policies and procedures, and specifically on the implementation of the Environmental and Social Management Systems (ESMSs), Environmental and Social Management Plans (ESMPs), and Resettlement Action Plans (RAPs where applicable) on a few selected non-sovereign operations financed by the AfDB, including Financial Intermediaries (FIs). Note that the Bank uses supervision as a tool to systematically, independently and objectively obtain evidence to evaluate project compliance with environmental and social loan conditionality and the Bank’s cross-cutting policies.

Duties

The Consultants will work on selected projects under the overall guidance of the Director of the SNSC Department and direct supervision of the SNSC Department’s Regional Coordinator – Southern Africa Regional Development and Business Delivery Office (RDGS).

Broadly, the Consultants will assess the level of compliance by the Bank’s clients/borrower’s with the Bank’s policies and environmental& Social covenants. In addition, the Consultants will assess the client’s level of compliance with applicable national laws, statutes, regulations, and other identified criteria. The supervision will also be an opportunity to identify best practices, lessons learnt and where deficiencies are identified, make recommendations for corrective actions.

The Consultants core duties and responsibilities will include the following :

Specific Duties

  • Supervise and evaluate level of effectiveness of the implementation of ESMSs, ESMPs, RAPs or such instruments as approved by the Bank on selected Bank-financed operations/projects and determine conformity with AfDB cross-cutting policies and procedures ;
  • Determine the extent of compliance of the client with the project Environmental & Social E& conditionalities and legal covenants in the project loan documents ;
  • Assess the extent of compliance of the selected Bank Operations with national legislative requirements ;
  • Evaluate the effectiveness of implementation of approval conditions and ESMP mitigation measures in ensuring sustainability of the projects ;
  • Where possible take and use pictorials and other methods to demonstrate and support findings ;
  • Using set scores, carry out a comparative analysis of factors for compliance and non-compliance on the various projects ;
  • Provide feedback on the challenges of implementing E&S standards in the Bank’s private sector operations, including FIs ;
  • Finally, prepare a synthesized report aligned to the Bank’s reporting standard to be approved by the Director SNSC Department.

Selection Criteria :

The Department would like to recruit a self-motivated candidates who are good team players and committed to delivering quality and timely outputs. The key selection criteria include the following :

  • A post graduate degree in environmental sciences social sciences including Natural Resource Management, Geography, Sociology, Environmental and Social Policy, or relevant fields;
  • At least eight (8) years relevant experience working with multilateral/international financial institutions and/or working on projects financed by multilateral/ international financial institutions ;
  • Demostratable experience working on Environmental and Social (E&S) Safeguards in the private sector, including FIs is strongly emphasized ;
  • Knowledge and experience in application of the African Development Bank’s Environmental and Social E&S Safeguards Policies is strongly required ;
  • Experience in application of E&S Safeguards of AfDB development partners including the International Finance Corporation (IFC) Performance Standards strongly desired ;
  • Strong analytical, reasoning, communication and good writing skills ;
  • Flexibility to extensively travel to the Bank’s regional member countries ;
  • Reliable and self-motivated with high degree of initiative and good performance reputation ;
  • Strong interpersonal skills and commitment to work in a team-oriented and multi-cultural environment; and
  • Strong English language skills and sufficient working knowledge of French.

Contract Duration

This is a home based contract framework with a contractual period of 40 working days for each Selected Consultant (no more than 4 person months). the spread of the days over the 4 months to be determined by the scheduling of meetings and other reasonable logistical factors.

 

Duty Station

The Consultant shall be stationed in country of current residence.
