- Introduction :
The ETHIOPIAN ELECTRIC POWER (EEP) has received credit from African Development Bank (AfDB) for Mekele-Dallol & Semera-Afdera IPA project, and intended to apply part of the proceeds of this credit to payments under the contract “Consultancy services for EEP-Engineering Capacity Building”. It is essential for the consultant to provide or interpret all the data received in its findings, conclusions and recommendations. The major services include but not necessarily limited to here after:
- Scope of Services :
The Scope of the project shall include, but is not limited to :
- Conduct an in-depth study of the existing system (processes, tools, procedures, guidelines, initiatives, etc.) to identify gaps against best performing engineering & consulting firms. Design an implementable solutions to bridge the gaps ;
- Preparing policy, detailed procedures, guidelines, manuals, templates & formats, identification of tools (software, testing facilities, etc) for power generation designing,transmission & substation designing, contract administration &supervision,surveying, drafting & geotechnical investigation, engineering cost estimation processes and integrated resource planning processes ;
- Supply a total of ten (10) standard perpetual license of a commercial off-the-shelf designing & simulation software {that is, two (2) for Solar PV, two(2) for Hydropower, two(2) for wind power plant and four (4) engineering cost estimation software} including five (5) maintenance agreement with critical updates & upgrades and associated hardware ;
- Delivery of an intensive trainings for thirty (30) EEP Employee. The training shall be well co-coordinated with different study activities for maximum transfer of expert level knowledge.The training includes Engineering Designing criteria, techniques, procedures, methodology, principles & best practices (including design optimization techniques) for power plant, transmission & substation projects; designing of power plants electro mechanical , civil & hydraulic steel structure; Analysis of Power system operation;coordination of protection relays; SCADA&automation design ; contract administration& supervisions;geotechnical investigation; surveying; drafting & drawing, etc ;
- Prepare a detailed training Strategy & Competency frameworks for engineering office in the surveying, drafting & drawing, geo-technical investigations, electro –mechanical, civil & hydraulic steel structure design , transmission & substation design, supervision and contract administration for power, transmission line& substation projects.
- The ETHIOPIAN ELECTRIC POWER now invites eligible consulting firms (« Consultants ») to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short listing criteria are :
- Core business and years in business ;
- Relevant Experience and Qualifications in the field of assignment ;
- General qualifications and number of key staff (Resident Project Manager, Financial modeling & analysis expert, Construction & contract management expert, Surveying & Drafting expert, Transmission line & Substation Design Expert, Renewable energy resource development & design Expert, Protection relay & Switch gear expert, Communication & SCADA expert, Hydraulic & Steel Structure expert, Geotechnical investigation expert) ; and
- Technical and Managerial capabilities.
- The eligibility criteria, the establishment of a shortlist and the selection procedure shall be in accordance with the Procurement Policy and Methodology for the African Development Bank Group, dated October 2015, which is available on the Bank’s website at http://www.afdb.org. Please note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist.
