The Government of the Federal Democratic Republic of Ethiopia has received Financing from the African Development Bank towards the cost of Ethiopia – Djibouti Transport Corridor Project Phase I: Adama–Km 60 Expressway, and intends to apply part of the agreed amount for this loan to payments under the contract for the Consultancy Service for Construction Supervision of Design & Build of Adama– Km 60 Expressway.
The services included under this project are furnishing complete engineering services in all respect of monitoring the construction works of the proposed expressway project, including all field & office works in strict accordance with the highest standards of the civil engineering profession as well as with proper interpretation of the duties &responsibilities of the Engineer so that the projects are delivered in high quality, at budget, on time and achieve user’s satisfaction and the Bank’s standards. The envisaged Consultancy Services will be conducted over a period of 66 months which includes 54 months of Design & Construction period and additional 12 months for the Defects Liability Period. Furthermore, the service includes the deployment of several key and support staffs to the project site.
The Ethiopian Roads Authority, representing the FDRE, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.
Interested consultants must provide information indicating that they are qualified to perform the services (core business, years of experience in the business, description of similar assignments, experience in similar conditions, technical and managerial organizational structure of the firm, number of key staffs, availability of appropriate skills among staff, general qualification etc.).
The following criteria will be used to assess the Expression of Interest documents :
Eligibility :
- Performance record of firms on on-going or completed projects contracted with ERA ;
- General Experience in Road Projects [Design, Design Review and Construction Supervision] ;;
- Specific Experience in Monitoring/Supervision of Road Construction Projects, Annual Consultancy Service Turnover ;
- Company Establishment, Number and diversity of permanent personnel related to the service and, Knowledge and experience in the region (in Ethiopia and other Sub Sahara Countries) ;
- Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants”[May 2008 Edition, Revised July 2012], which is available on the Bank’s website at http://www.afdb.org.

Expression of Interest must be delivered in three (3) hard copies or electronically to the address below on or before October 22, 2019. Please note that the number of pages of the Expression of Interest document shall not be more than 50 (fifty) pages.
