  1. This invitation for Bids (IFB) follows the General Procurement Notice (GPN) number AfDB1447-10/19 for this project that appeared on UNDB online on 23rd October 2019 ;
  2. The Government of Kenya has received a loan from African Development Bank toward the cost of Kenya Mortgage Refinance Company Project, and intends to apply part of the proceeds of this loan to payments under the agreement(s) resulting from this IFB: IFB No. KMRC/009/2018-2019 ;
  3. The Kenya Mortgage Refinance Company serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for the Design, configuration, installation and hosting of a Mortgage Refinance Information System and supply of related network infrastructure ;
  4. Bidding will be conducted using the Open International Competition (OCB) procedures specified in the Procurement Framework for Bank Group Funded Operations, 2015 as may be amended from time to time (the “Procurement Framework”), and is open to all Bidders eligible as defined in the “Procurement Framework” these Rules and Procedures, that meet the following minimum qualification criteria ;
  5. During the past five (5) years, the Bidder must have completed two (2) successful contracts involving the development, installation, and provision of technical support for Information Systems of similar functional/technical characteristics and of a comparable scale ;
  6. For financial viability, the Bidder should demonstrate annual turnover and liquidity of at least USD500, 000.00 a minimum acceptable figure for two of the last four years ;
  7. Interested eligible Bidders may obtain further information from the Interim Procurement Manager, Kenya Mortgage Refinance Company (KMRC) and inspect the bidding documents at the address given below from 9 AM to 5PM;
  8. A complete set of bidding documents in English and further information may be obtained by interested Bidders upon submission of a written application to email address procurement@kmrc.co.ke. The Bid documents can also be downloaded by interested bidders free of charge at treasury.go.ke ;
  9. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded African Development Bank-financed contracts ;
  10. The tender box shall be provided at the KMRC offices, 7th Floor, Reinsurance Plaza, Taifa Road, Nairobi ;
  11. Bids must be delivered to the address below on or before Tuesday, 07 January 2020 at 11.00 AM. Bids need to be secured by a Bid Security. The amount of Bid Security required is USD10,000. Late bids will be rejected. Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below at 00AM on Tuesday, 07 January 2020.
