Terms of Reference for: A Junior Consultant To provide research, analytical, technical and operational support to the PICU3 Division.

  1. Introduction / Background :

The Vice Presidency for Private Sector, Infrastructure and Industrialization (PIVP) is central to the African Development Bank’s mission of developing the private sector, improving infrastructure and accelerating industrialization. The complex main functions are to (i) strengthen the enabling environment for private sector (and financial sector) development conducive to inclusive growth and sustainable development, (ii) support the development of reliable and sustainable infrastructure, including cities and urban development, and (iii) place renewed emphasis on industrial and trade performance in support of structural transformation across Africa. The Complex leverages knowledge, co-financing, and partnerships to attract private capital and work with governments on delivering the Bank’s development agenda.

The Infrastructure Partnerships Division (PICU.3) operates under the Infrastructure and Urban Development Department (PICU) within the PIVP complex, and its activities are currently structured under two main pillars :

  1. The NEPAD Infrastructure Project Preparation Facility (NEPAD-IPPF Special Fund), focused on the preparation of bankable infrastructure projects in energy, transport, ICT and water sectors, with the aim to make the projects prepared ready for investment and attractive for both private and public sectors. Increasing demands are being made to the NEPAD-IPPF for project preparation and the Fund’s portfolio (ongoing and pipeline projects) is growing ;
  2. The Infrastructure Consortium for Africa ( ICA), which is a Platform for Infrastructure knowledge and information sharing and infrastructural developments coordination. The ICA is a major initiative to accelerate progress to meet the urgent infrastructure needs of Africa in support of economic growth and development. It addresses both national and regional constraints to infrastructure development with an emphasis on regional infrastructure, recognizing the challenges at this scale. The ICA’s core publication is the annual Report on Infrastructure Financing Trends in Africa which provides information on annual financial commitments/investments and disbursements towards infrastructure development in Africa. It is worth noting that PICU.3 intends to establish a PPP Transaction Advisory Services (PPP TAS) Work Stream, which will lead the Bank’s provision of Infrastructure PPP TAS to African countries and regional Organizations in order to develop a robust and consolidated infrastructure PPP investment pipeline for the Bank ;
  3. Objectives of the Assignment :

To fulfil its roles in project preparation, infrastructure knowledges and initiatives, PICU3 is seeking the services of a full-time Junior consultant to support research, analytical, technical and operational works. The main activities of the assignment are:

NEPAD-IPPF and Project Preparation :

  • Collect, provide and process structured data on NEPAD-IPPF operations in the transport, energy, water and ICT sectors ;
  • Maintain the NEPAD-IPPF project portfolio database (completed, ongoing and cancelled projects) ;
  • Support Task Managers in the implementation of programs and activities related to the preparation regional infrastructure projects ;
  • Assist Task Managers in editing and reviewing Project Information Memorandum and Project Completion Reports ;
  • Provide project management backstopping ;
  • Contribute to the dissemination of data and knowledge briefs on the NEPAD-IPPF website ;
  • Play an active role in the preparation of annual and mid-year activity reports including the work program ;
  • Design project sheets in a way to tell operational success stories ;
  • Review and revise case studies and other sectoral documents.

ICA :

  • Provide technical and operational assistance for the activities of the Infrastructure Consortium for Africa (ICA), in particular with regard to the preparation of the report on infrastructure financing trends in Africa and the preparation of the ICA management report ;
  • Support the preparation of concept notes for ICA initiatives ;
  • Contribute to the dissemination of data and knowledge briefs on the ICA website.

Other Infrastructure Analytical Work :

  • Play a leading role in controlling the quality of reporting data by ensuring data consistency, reliability and robustness ;
  • Take steps to fill in the gaps in information, including proposals for appropriate methodologies and interact with Task Managers when no documentation is available ;
  • Carry out analysis and research tasks on a wide range of operational and regional issues related to the infrastructure sectors (Energy, Transport, ICT and Water) ;
  • Provide statistical support to the Division’s operational work where infrastructure statistics are needed ;
  • Assist the Division in coordinating responses to requests for information on regional infrastructure activities ;
  • Conduct background research and summarize data in user friendly formats (charts, tables, etc.) for the preparation of reports and presentation on infrastructure development in Africa ;
  • Contribute to the drafting of project documents including activity planning, budgets, results frameworks ;
  • Proofreading reports to ensure quality and consistency ;
  • Act as a strategic resource for the Division when it comes to statistical data.

Program Management : Assist the Division   Manager   in   the  follow   up   of   achievements   of.

Division’s key Performance Indicators and prepare relevant reports for monitoring :

  • Participate in training activities designed to enhance knowledge and to improve efficiency in the delivery of the Division’s activities ;
  • Participate in conferences, workshops and training seminars on issues related to project preparation and development and related issues, as required ;
  • Participate in the Bank’s missions as appropriate ;
  • Perform any other task as assigned by the Division Manager.

  1. Administration/reporting :

The recruited Junior Consultant will be supervised by the Manager, Infrastructure and Partnership Division.

  1. Duration and place of the assignment :

The assignment duration is 6 months starting 28 February, 2020. The place of Duty is the Bank’s Headquarters, AfDB.

  1. Qualifications and Experience required :

The prospective candidate should have the following qualifications and experiences :

  • Citizenship of one of the Bank member countries ;
  • Be aged of less than 32 years at the signature of the contract ;
  • At least a Master’s degree or equivalent in Economics and Statistics ;
  • At least 2 years, and maximum 5 years, of experience in research or consultancy, related to at least one of the infrastructure sectors in Africa. Experience in more than one sector and/or publication record will be an advantage ;
  • Rigorous, results-oriented individual with strong analytical skills ;
  • Experience in working with complex data and in writing data analysis reports ;
  • Strong communication (both orally and in writing) in English and knowledge of French. Proficiency in French is an advantage ;
  • Proficiency in personal computer and Microsoft products including Word, Excel, Powerpoint, and Outlook.

  1. Remuneration :

The consultant shall be paid a total monthly lump sum, comprising fee, subsistence and other incidentals, for the duration of the assignment and commensurate with the number of years of work experience. The Bank will cover travel and field mission costs as per its rules.
