BACKGROUND :

As an International Organization and Africa’s leading International Financial Institution, the Bank undertakes a broad range of activities and maintains relations with its 80 Member Countries and other partners in the international arena. These activities are conducted within its overall mandate as enshrined in Article 1 of the Agreement Establishing the African Development Bank, which states “to contribute to the sustainable economic development and social progress of its regional members individually and jointly.” In implementing this mandate, the Office of the Secretary General and the General Secretariat (PSEG) facilitates the delivery of the objectives, including the High 5s of the Bank, by enhancing the decision-making process of the governance organs and forging better working relationships with the shareholders and host countries of the Bank.

The Office of the Secretary General is responsible for maintaining good relations with the Bank’s member countries as well as its partners. Participation of the Bank at international conferences and meetings requires close collaboration with member countries, in particular,

Ministries of Foreign Affairs as well as Ministries of Finance. In this regard, the Office of the Secretary General and the General Secretariat intends to organize a Protocol workshop to facilitate Member States Engagement and to strengthen and enhance relations between the Bank and its Regional Member Countries. Targeted participants are Chiefs of Protocol of Regional Member Countries as well as AfDB desk Officers in the same countries.

OBJECTIVE :

The Bank is seeking to engage the services of an individual consultant with extensive background and experience on diplomatic protocol and relations with host countries. Under the supervision of the Chief of Protocol and Division Manager, the Consultant will be responsible for developing a framework for member states engagement and planning, organizing and managing a Protocol Workshop for identified diplomatic stakeholders in Regional Member Countries.

 

SPECIFIC TASKS AND DELIVERABLES :

Activities are, but not limited to the following :

Before the workshop :

  1. Development of a framework for member states engagement to be presented and interrogated at the Protocol Workshop ;
  2. Developing a concept note as well as expected outcomes of the workshop for diplomatic stakeholders ;
  3. Prepare a draft agenda and information note to be disseminated to participants in the workshop ;
  4. Determine and advice the Division Manager on the general and specific needs of the workshop ;
  5. Reserve workshop facilities and ensure all required material is available ;
  6. Prepare and issue invitations to targeted participants ;
  7. Engage with external parties to ensure timely receipt of confirmations ;
  8. Maintain a log of confirmations and provide an update to the Division Manager as and when required ;
  9. Establish immigration, accommodation and transport needs of participants and facilitate requests as and when required.

During the workshop :

  1. Prepare and finalize the report of the workshop including recommendations thereto.

After the workshop :

  1. Advice on specific follow up issues ;
  2. Build a network of Chiefs of Protocol and Desk Officers of Regional Member Countries and participating Institutions for the Bank Group’s continued engagement based on the developed framework ;
  3. Undertake any other assignment as may be deemed relevant.

REQUIRED EXPERTISE AND QUALIFICATIONS :

  • A Master degree or equivalent qualification in International Relations, Political Science, Development Studies/Development Economics, Diplomacy, International Studies or any other related/relevant discipline ;
  • At least eight (8) years of proven relevant work experience in diplomatic Protocol preferably gained in regional/ international organizations or government agencies ;
  • Demonstrated knowledge and experience in facilitating stakeholder engagements and consultations ;
  • The consultant must have the ability to produce well written reports ;
  • Ability to work independently and innovatively in a multi-cultural environment ;
  • The candidate must have the ability to network and build partnerships ;
  • He/ She must possess an excellent oral and written command of one of the Bank’s official working languages (French or English). A good working knowledge of the other language will be an added advantage.

FINANCIAL PROPOSAL :

The Consultant will be paid total lump sum remuneration per calendar month. Other details related to the Bank’s contribution and obligations will be specified in the Service Contract for Consultants.

DURATION OF ASSIGNMENT :

The assignment will be for a cumulative period not exceeding 5 months starting from 15 December 2019 and ending 15 May 2020

 

SELECTION CRITERIA :

A shortlist of three to six individual consultants will be established at the end the request of expression of interest. The consultants on the shortlist will be judged on the following criteria:

–   General qualifications and adequacy for the proposed Assignment:30
–   Similar experience in the area of expertise described in the ToRs:35
–   Experience with Government Agencies or International organizations:25
Language proficiency:5
Knowledge of the other language:5
