REQUEST FOR EXPRESSION OF INTEREST FOR INDIVIDUAL CONSULTING SERVICES FOR THE PREPATION OF PROJECT COMPLETION REPORT

- The Government of Sierra Leone has received a blend of loan and grants totaling UA 26.76 million (USD 37.22 million) from the African Development Fund (ADF), Rural Water Supply and Sanitation Initiative Trust Fund (RWSSI-TF), Global Environmental Facility (GEF) and Department for International Development (DFID-UK) to finance the cost of Rural Water Supply and Sanitation Project. The Project was designed to respond to priority needs that, besides increasing water supply and sanitation coverage, will involve capacity building to empower rural youth, women and men, strengthen national and local-level institutions, recognizing the value of residual local capabilities and resources for effective sector coordination and management. It is intended that part of the proceeds of this loan and grants will be applied to eligible payments under the contract for the Individual Consultancy Services for the Preparation of Project Completion Report ;
- The objective of the assignment is to prepare the Project Completion Report (PCR) for the Rural Water Supply and Sanitation Project in accordance with the Bank’s standard PCR format, including preparation of all documentation that support the analysis and findings included in the PCR report ;
- The consultant’s key qualifications and experience include but is not limited to: A Minimum masters’ degree in water and waste engineering or closely related field; At least ten years’ general experience as a water sector professional; Verifiable track record of project design and management; At least five years’ working experience with multilateral development institutions, including at least two assignments of similar nature (i.e. PCR preparation); Proficiency in the design of rural water supply and sanitation solutions. Knowledge of innovative community-based sanitation and hygiene approaches. Experience of private sector participation in provision of rural water and sanitation services ;
- The Sierra Leone Water Company (SALWACO) now invites suitably experienced individuals to indicate their interest in providing the services. Interested eligible Individual Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (documentation, references for similar services, experience in similar assignments, etc. They should have post conflict experience and able to work in challenging circumstances, independently and as part of a team. He/S should be a self-motivated professional with ability to work with minimum supervision ;
- Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 Edition, revised in July 2012, which is available on the Bank’s website at http://www.afdb.org ;
