Title of the assignment : Consultant Graphic Designer
Brief description of the assignment : The African Development Bank’s PEVP Complex wishes to contract a Graphic Designer on an on-call basis, to help the Complex meet its growing need for quality design services to support the Complex team’s communication needs.
Place of assignment : Abidjan, Côte d’Ivoire
Duration of contract : 60 working days over a period of 12 months

THE BANK:
Established in 1964, the African Development Bank is the premier pan-African development institution, promoting economic growth and social progress across the continent. There are 80 member states, including 54 in Africa (Regional Member Countries). The Bank’s development agenda is delivering the financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth. In order to sharply focus the objectives of the Ten Year Strategy (2013 – 2022) and ensure greater developmental impact, five major areas (High 5s), all of which will accelerate our delivery for Africa, have been identified for scaling up, namely; energy, agro-business, industrialization, integration and improving the quality of life for the people of Africa.
THE COMPLEX:
The Power, Energy, Climate and Green Growth (PEVP) Complex of the African Development Bank has the purpose of fulfilling the objectives of “New Deal on Energy” – principally achieving universal access to energy by 2025 across Africa. PEVP oversees strategy and policy development in the energy systems space; builds alignment across stakeholders and represents the Bank with external stakeholders; originates projects, develops new, innovative financing instruments; and ensures delivery of the “Light Up and Power Africa” agenda.
THE ASSIGNMENT:
The successful candidate will provide technical support in layout, editing, design and production of information and communication materials from concept stage to final delivery, while actively contributing to the creative process, and making requested revisions based on team feedback. They will do so while ensuring that communication materials and products follow the Bank’s graphic guidelines, provide the best functionality and usability, and contribute to the overall branding and communication for the Complex’s activities, programs and outreach initiatives. The Graphic Designer will be responsible for development of communication products including reports, publications, brochures, newsletters, pitchbooks, banners, posters, booklets, leaflets, factsheets, PowerPoint presentations, briefs, calendars, bulletins, cards, infographics, charts, data visualizations, animated presentations, photos, videos and other products for print, electronic, and web-based distribution. Detailed specifications for each individual assignment will be given to the selected designer as and when the designer’s services are requested.
The successful candidate will be creative and enthusiastic, and have a strong communication & marketing knowledge, and solid ICT skills.
SELECTION CRITERIA
Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake the Assignment (relevant documents, information on similar services undertaken in the past, relevant experience, etc.).
The Consultant must possess :
- Strong theoretical and practical background in graphic design, document layout and use of design and editing software such as Adobe Design Premium, In-Design, CorelDraw, web design tools such as Dreamweaver and Flash, Adobe Creative Suite, etc ;
- Show a clear and mature style of design, demonstrating an understanding of the communication requirements for international scale publications ;
- Proven experience of graphic production from start to published/printed product with knowledge of printing processes (offset and digital) and colour management ;
- Good understanding of new and evolving technologies, digital platforms, and multiple media channels. Experience in web platform development/management is desirable ;
- Knowledge of standard software packages, including MS Office– MS Access–MS Visio –Adobe Acrobat; PowerPoint and Publisher ;
- Strong skills in other areas such as motion graphics, and creation of interactive documents. Experience in video editing would be considered an asset ;
- Strong inter-personal skills and ability to work in a multi-cultural environment ;
- Working English and French language skills (verbal and written).
For the EOI to be considered, the consultant needs to be registered in the AfDB DACON Consultant Database.
ESTABLISHMENT OF THE SHORT LIST
- The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedure for the acquisition of consulting services funded by the administrative budget of the Bank. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
- A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
