ANNEX I: TERMS OF REFERENCE

TERMS OF REFERENCE FOR A GENDER CONSULTANT FOR RDGE

BACKGROUND AND JUSTIFICATION :

The African Development Bank has a Gender Strategy (2014-2018) Investing in Gender Equality for Africa’s Transformation, with a main objective to operationalize the Bank’s commitment on gender equality. This is linked to the Bank’s Ten-Year Strategy (2013-2022) core objective of promoting inclusive growth to broaden the opportunities for both women and men in Africa. As a result, the Gender strategy was developed to guide the Bank to effectively integrate gender mainstreaming into its operations and promote gender equality in Africa. With the Gender strategy, the Bank will therefore contribute to inclusive growth and social progress by broadening opportunities for women and men to participate equally in, and benefit from, the creation of wealth. Accordingly, the strategy is anchored in the Bank’s overall vision of supporting Africa’s transformation into a competitive, diversified, integrated, and prosperous continent, fully participating in global trade and investment—a continent whose high-quality growth creates more employment opportunities for all, especially women and youth. Presently, the Gender Strategy seeks to strengthen gender mainstreaming in the Bank’s High 5 Priorities: Light Up and Power Africa, Feed Africa, Industrialize Africa, Integrate Africa and Improve the Quality of Life for the People of Africa.

In August 2017, the Bank’s senior management approved a Gender Marker System (GMS) as a response to the need to strengthen the Bank’s approach to gender mainstreaming. The objective of the GMS is to systematize the measuring and monitoring of the Bank’s implementation of gender mainstreaming in its operational work across the Bank’s High 5 priorities. It is expected that at all new projects being developed in 2020 will be categorised and meet the requirements of the GMS.

In order to implement the Gender Marker System and thus improve the quality of gender mainstreaming within operations, the Bank’s East Africa Regional Development and Business Delivery Office (RDGE) is hiring a Consultant to support its operations in Gender mainstreaming in the eastern region of Africa.
