- The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment : Client Devices and Service Management Consultant ;
- The Corporate Information Technology (CHIS) department in collaboration with the General Services and Procurement department (CHGS) buys and assigns the Laptops, Printers, Scanners, Smartphones and Tablets for Bank employees to enable them to be more productive, efficient and carry out their missions. This is the current model at the Bank.
At the beginning of its digital transformation strategy and in order to respond effectively to new technological challenges, CHIS adopted a number of provisions, including benchmarking with sister institutions, the AU and UNECA, evaluating its existing practices, IT model and made very strong choices regarding its vision and strategic goals in this area.
The Bank is looking for a proven experience consultant whose mission will be to provide technical expertise and relevant analysis of customer technologies, workspace and IT tools (Laptops, Printers, Mobile Phones and Tablets), with projections to the future, related economic models, transactions and services and monetization transactions with external providers.
The detailed terms of reference are attached as Annex 1.
- Required skills and qualification :
- At least Master/Engineer degree in Computer science, Information Technology or equivalent ;
- At least 5 years’ experience in the field of Client Devices Technologies and Services Management, Administration and implementation ;
- Experience with server configuration a plus: Windows Server 2008 / 2016, Linux Forms (Ubuntu, Fedora, Red Hat, OpenSourse), Web server platforms (IIS, Apache) ;
- Experience with Coding a plus: PHP, ASP, .Net, C++, JavaScript / JQuery / AJAX, Objective C, XML / HTML, SQL ;
- Experience in Product Management, Project Management, or Change Management preferred ;
- Understanding of client devices communication and web application structure ;
- Strong understanding of specific Client devices platforms ;
- Technical design and documentation experience preferred ;
- Excellent verbal and written communication skills; is able to explain technical topics in simple terms; is able to think quickly and react to client-impacting situations ;
- Technical and creative problem-solving skills ;
- Ability to adapt to a dynamic environment ;
- Self-motivated ;
- Ability to complete tasks with limited direction ;
- Interest in client devices community and leading mobility technology ;
- Takes initiative to successfully complete projects and promote company advancement ;
- Proficient in all Microsoft Office applications (Word, Excel, PowerPoint) ;
- Fluent in French and English
- The Corporate Information Technology Services Department (CHIS) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, reference to similar services, experience in similar assignments, etc.) ;
- The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
- The estimated duration of services is six (06) months and the estimated starting date is 02 January 2020 ;

- ESTABLISHMENT OF THE SHORT LIST
A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants will be judged on the following criteria on the basis of their updated resume.

Annex 1 : Terms of Reference
RECRUITMENT OF CLIENT DEVCES AND TECHNOLOGIES CONSULTANT
- OBJECTIVES OF THE ASSIGNMENT :

- SCOPE OF THE SERVICES :
2.1. Audit of business needs and related services of Client Devices (Laptops, Printers, Cell Phones and Tablets) :
- Inventory, detection of unnecessary resources, proposal of action plan by Client Service ;
- Submit client devices and accessories Management Policy, Administrative Instruction that clearly states the plan for replacement, repair, loss or defective device, and other associated costs and terms, if applicable ;
- Provide a competitive plan or offer of client devices roaming services to Bank employees ;
- Review of existing Procedures, Policies, Rules, Administrative and Presidential Instructions and development if necessary ;
- Develop an adoption procedure and awareness campaign for Bank staff on the various characteristics, technology and applications, including technology watch, sending out alerts on spending overflows, availability of services etc. ;
- Submit fraud protection plans for client devices and services ;
- Submit a plan for renewing and updating client devices to maintain the pace of change and technological change.
2.2. Assessment and improvement of existing Client Devices services :
- Develop and propose standards in specifications, evaluation criteria, service contracts and management ;
- Establish procedure of invoices control to ensure they are accurate, the most common errors, processes and vendors market values ;
- Propose a tariff reduction plan per year based on the duration of the contract and the volume of the traffics ;
- Describe the minimum duration for related client devices contract and the penalty for services or lines interruption prior to the minimum contract period, if applicable ;
- Describe in detail the approaches and methodologies for providing the most adequate, value for money client devices services to the Bank ;
- Establish and describe the process of keeping client devices, lines and services of staff leaving the Bank and wishing to keep them at their own expense ;
- Highlight deliverables and associated metrics to ensure reliable client devices services and quality deliverables.
2.3. Technology & Competitive watch of Client Devices :
- Establish the state of the art of local operators and the Bank’s operator, market services and adequacy with the needs of the Bank ;
- Develop the method of acquisition of IT equipment to adopt, by scrutinizing the best practices in this area and submit proposals ;
- Analyze all possible acquisition options (Purchase or Leasing), compare the costs resulting from each option ;
- Review and proposal of a formal adoption framework for UYOD ;
- Submit a plan for renewing and updating client devices and related services to maintain the pace of change and technological change
2.4. Monitoring & control of services :
- Establishing the strategy for and monitoring the deployment of new services and monitoring the quality of service delivered by operators ;
- Evaluate and propose an approach based on a proven monetization model of client services/devices to be offered to eligible staff members ;
- Review and update the existing Administrative Instructions governing fixed and mobile devices services ;
- Define the eligibility criteria for the service, determine the lifecycle of the devices as well as the conditions for their replacement with the reinforcement of control measures and optimization of their use ;
- Submit line cancellation and related services in case of loss of client devices.
- EXPECTED DELIVERABLES :
- Deep Understanding of Client Technologies and Client Devices solutions, infrastructure, services, platforms and business applications to provide high level orientations in CHIS IT Strategy ;
- Deep knowledge of the Client workspace and Technologies challenges to provide proven ;
- Technical insights, orientation and guidance in the concept “ The right Client Device for the Job” ;
- Analytical skills with the ability to provide quick orientations and accurate recommendations ;
- Strategic and consistent Service Level skills in a changing environment to align findings and recommendations with CHIS IT Strategy and Digital Transformation initiative of the Bank ;
- Strong Verbal and written communication. Both French and English will be an advantage to interact in multiracial environment.
- SUPERVISION / REPORTING :
The mission is under the supervision of the Principal Client Technology Officer in charge of the Client Technologies Team.
- DURATION OF THE ASSIGNMENT :
The assignment period is expected for 6 months from the date of signing the contract. The commencement date is expected for 02 January 2020.
- LOCATION OF THE POSITION :
The work will be carried out at the Bank’s Headquarters in Abidjan, Cote d’Ivoire.
- REMUNERATION :
The remuneration will be based on the Consultant experience and the Bank GUIDELINES ON INDIVIDUAL CONSULTANTS REMUNERATION.
