The Government of Sao Tome and Principe (GoSTP) has received financing from the African Development Bank (AfDB) toward the cost of the Energy Transition and Institutional Support Program (ETISP) and intends to apply part of the agreed amount for this grant to payments under the contract for a Public Financial Management Specialist.
The services included under this contract are to effectively support the implementing agency (AFAP) in the management and implementation of the PFM activities under component 2 of the program within the time frames and budgets specified. The PFM Specialist will provide professional guidance and spearhead the management of the implementation of the additional PFM activities, including the strengthening and expansion of the SAFE-e IFMIS system and the strengthening of the tax management IT system.
The MOPIRNA in collaboration with AFAP now invites eligible consultants to indicate their interest in providing these services. Interested individual consultants must provide information indicating that they are qualified to perform the services (cover letter, CV, experience in similar assignment, etc.).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy Framework for Bank Group Funded Operations as approved in October 2015” and as amended from time to time, which is available on the Bank’s website at http://www.afdb.org.
Interested individual consultants may obtain the Terms of Reference (ToR) and further information via email or at the address below during office hours 9:00-18:00 (Monday to Friday)..
Expressions of interest must be delivered by email by November 02, 2020 at 23:59 and clearly marked to mention “Public Financial Management Consultant” or submitted by post to the address below before the same deadline.
