REQUEST FOR EXPRESSIONS OF INTEREST

for

INDIVIDUAL ENVIRONMENTAL AND SOCIAL SAFEGUARDS CONSULTANT

 

 

The African Development Bank is committed to supporting environmentally and socially sustainable economic transformation in the continent. In view of this commitment and in response to the accelerated pace of its High Five priorities, the Bank is currently implementing its Environmental and Social Safeguards Strengthening Action Plan (SSAP 2020-2025).

The SSAP 2020-2025 has different objectives including (i) improving environmental and social safeguards compliance verification, (ii) improving implementation support to the Bank’s clients, (ii) providing tailored capacity building to financial intermediary institutions in regional member countries. Notably, within the financial intermediary space, the Bank views Private Equity Funds, Trade Finance and other Capital Market Products Operations with special attention with respect to the management of E&S risks.

Within this context, the African Development Bank is seeking to recruit reputable international Environmental and Social (E&S) safeguards consultant to support the delivery of a E&S Safeguards Programme for Private Equity, Trade Finance, and other Capital Market Products Operations.

Under the auspices of this programme, the consultant will :

  1. Carry out an E&S safeguards compliance review for all Private Equity, Trade Finance, and other Capital Market Products Operations in the Bank’s portfolio, against the requirement of the Bank’s Integrated Safeguards System ;
  2. Carry out an E&S risk assessment of operations in the Bank’s Private Equity, Trade Finance, and other Capital Market Products Operations portfolio with focus on:
    • the E&S risk management capacity (resources, policies, and procedures) of each operation ;
    • the E&S risk profiles of subprojects of each operation as may be applicable ;
    • the quality and adequacy of the E&S instruments applied in such subprojects.
  1. Design and implement E&S safeguards training activities tailored for Private Equity, Trade Finance, and other Capital Market Products Operations.

The assignment will be for 120 days spread over 5 months effective from the contract date. The contract is home-based. The consultant is expected to undertake duty travels to Abidjan (when required and notified). The indicative starting date of the assignment is in July 2021.

The Bank now invites Individual Consultants to indicate their interest in providing the above services. Interested Individual E&S Safeguards Consultants/Experts must provide a statement of capability and experience indicating that they are qualified to perform the services (Curriculum Vitae and overview of similar assignments and experience). The consultant should be bilingual (French and English). This advertisement is open to consultants/experts from the AfDB’s Regional Member Countries, the AfDB’s Non-Regional Member Countries.

A short list of six Individual E&S Safeguards Consultants/Experts will be compiled in accordance with the procedures set out in the African Development Bank’s Rules and Procedures for the Use of Consultants.
