  1. Background :

The Ministry of Finance of the Federal Republic of Somalia has received financing from the African Development Bank toward the cost of the Institutional Support and Financial Governance Project, and intends to apply part of the agreed amount for this grant to payments under the contract for Strengthening capacity of the Office of Minister. The overall purpose of the project is to improve financial and economic governance in Somalia, as a foundation for overall good governance, economic development and political stability. The project’s components include : (i) Support to Financial Governance Program; (ii) Revenue Mobilization and Advisory Services; (iii) Strengthening capacity for project management

  1. Scope of the work :

The Chief Project Coordination Officer (CPCO) will be an integral part of the Minister’s Office and will work under the general oversight of the Minister. The Chief Project Coordination Officer will be involved in a range of functions that support the Minister in the leadership and management of all projects across the Ministry and other Government institutions. A key element will be to support the ongoing and continuing transformation of the Ministry through the overall coordination of existing and potential projects. Main tasks will include to support the delivery of quality project outputs through quality preparation of annual and quarterly work plans, including budgets and preparing periodic cash flows; oversee the project monitoring and submit quarterly

and annual implementation reports, both narrative and financial reports to the minister; Ensure all project activities are in line with the broader project objectives and resources are utilized efficiently and in compliance with donor requirements and monitor financial resources and accounting to ensure accuracy and reliability of financial reports. The consultant should have a minimum of a Master’s degree in a Public Policy, Business Administration, Project management, Development studies and/ or Economics.

The Ministry of Finance now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must provide resume and cover letter indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc…)

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy, 2015, which is available on the Bank’s website at http://www.afdb.org.
