- Background :
The Ministry of Finance of the Federal Republic of Somalia has received financing from the African Development Bank toward the cost of Institutional Support and Financial Governance Project, and intends to apply part of the agreed amount for this grant to payments under the contract for Strengthening capacity of the Office of the Minister. The overall purpose of the project is to improve financial and economic governance in Somalia, as a foundation for overall good governance, economic development and political stability. The project’s components include : (i) Support to Financial Governance Program; (ii) Revenue Mobilization and Advisory Services; (iii) Strengthening capacity for project management
- Scope of the work :
The Chief Policy Coordination Officer will be an integral part of the Minister’s Office and will work under the general oversight of the Minister. The Chief Officer will be involved in a range of functions that support the Minister in the leadership and management of all projects across the Ministry and other Government institutions. A key element will be to support the ongoing and continuing transformation of the Ministry through the overall coordination of policies and projects. The Chief Officer will be responsible for supporting the Minister, and the Ministries senior management team with a range of tasks including coordination of all policies, monitoring of the delivery of all internal and external commitments, including, commitments to the International Financial Institutions, preparation of reports on strategies, policies and performance; representing the Ministry in intergovernmental meetings on behalf of the Minister, assisting in the review of Ministry policies and Processes and their re-engineering to improve efficiency and effectiveness; reviewing contracts, and human resource, issues as well as information technology issues to ensure effectiveness and compliance with the Ministries Policies, rules, regulations, procedures, and fiduciary controls; supporting the implementation of the Staff Monitor Program and Public Financial Management reform program, including through direct support to selected Working Groups and individual departments. The consultant should have a minimum of a Master’s degree in a Public Policy, Project management and/ or Economics;
The Ministry of Finance now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must provide resume and cover letter indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc…)
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy, 2015, which is available on the Bank’s website at http://www.afdb.org.
