REQUEST FOR EXPRESSIONS OF INTEREST

- The African Development Bank invites a Consultant to express his/her interest for providing training on One Stop Border Post for 50 Ethiopian Customs Officials in Ethiopia ;
- The Ethiopian Customs Commission (ECC) is a semi-autonomous organization under the Federal Republic’s Ministry of Revenues, and is the sole agency for customs matters including the facilitation of international and local trade, and foreign direct investment ;
- The ECC has aimed among other things to reduce the cost of transit of goods at the border so that it can be competitive in the international market. It is foreseen that the commission can achieve this goal through the implementation of One Stop Border Post(OSBP). As a precondition for implementing OSBP, providing training to at least 50 customs officials on OSBP and related issues has become necessary. For this purpose, the ECC requires to have contract with one consultant for a three-day workshop that is going to be held in Bisheftu, Ethiopia beginning from December 11, 2019 ;
- The consultant would assist the ECC by developing training module and presenting it to the participants in the OSBP workshop ;
- The African Development Bank’s Trade and Investment Climate Division is working collaborating with the ECC to secure one consultant who can present the concept of OSBP and related issues in accordance with the training module ;
- The Trade and Investment Climate Division invites Individual Consultants to submit their interest in providing the services described above. Interested Individual Consultants must provide information on their capacity and experience indicating that they are qualified to transfer knowledge to participants of the workshop. Attaching documents that signifies your expertise in OSBP is important ;
- Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the “Bank’s Procurement Policy Framework and Methodology”, for projects financed under the African Development Bank, October, 2015 edition, which is available on the Bank’s website at http://www.afdb.org. The Bank is under no obligation to shortlist any consultant who expresses interest ;
- The duration of the assignment is estimated at three days and the commencement date is planned for December 11, 2019 ;
- Interested Individual Consultants may obtain further information at the address below during office hours: i.e. 08:30 to 17:00hrs, local time (in Côte d’Ivoire) ;
- Expressions of interest must be delivered through e-mail or to the address below in English by 12:00 noon Local Tunis time on Thursday, November 14, 2019 under the heading “Technical Assistance for One Stop Border Post”
