GREATER ACCRA SUSTAINABLE SANITATION AND LIVELIHOODS IMPROVEMENT PROJECT (GASSLIP)

CONSULTANCY SERVICE FOR ENGINEERING DESIGN AND SUPERVISION DECENTRALIZED (CONDOMINAL) SEWERAGE SYSTEMS. – GASSLIP/S/008

 

The Government of the Republic of Ghana has received financing from the African Development Bank in the amount UA 40.9 million (US$ 55.6m) towards the cost of the Greater Accra Sustainable Sanitation and Livelihoods Improvement Project (GAS-SLIP), and it intends to apply part of the agreed amount for this loan to payments under the contract for the Consultancy Service for Engineering Design and Supervision of Decentralized (Condominal) Sewerage Systems.

The Project aims to increase access to safe and sustainable sanitation to the residents of the Greater Accra Metropolitan Area (GAMA), targeting the urban and peril-urban poor residents. The Project will provide domestic and municipal level sanitation infrastructure, support skills development and livelihood improvements, and enhance the capacity of sanitation service providers and the participating local government authorities to better deliver and manage climate resilient sanitation services within GAMA.

The overall objective of the Project is to improve the socio-economic well-being and health standards of the urban poor within the Greater Accra Metropolitan Area. The specific objectives are (a) to increase access to improved and sustainable climate resilient sanitation and hygiene with improved livelihoods for the urban poor, and (b) to strengthen public and private sector capacity to better deliver and manage sanitation infrastructure and services.

Scope of work :

The assignment covers all the pro-poor communities listed in Attachment A (identification/selection of pro-poor communities are ongoing) to this Terms of Reference, and shall be carried out in two phases : Task  of  Phase  I  Assignment:  Field  Assessment  of  Existing  Decentralized  Sewerage Systems : This shall include but not limited to the following activities :

  1. Studies to review existing standards and criteria for design of decentralized sewerage systems and related network ;
  2. Conduct site surveys including geo technical investigation of the proposed site ;
  3. Assessment and evaluation of the current and future wastewater generation from domestic, institutional, commercial and industrial activities taking into account all factors affecting wastewater generation ;
  4. Identify potential alternative areas for the construction of Condominial sewer system and for expansion of future condominium sewerage systems in pro-poor communities in within GAMA ;
  5. A comprehensive inventory of existing sewerage networks in the aforementioned proposed areas. This shall be captured on a map to be developed in GIS format ;
  6. Under the environmental and social studies and enquiries for the preparation of an environmental and social assessment of the proposed project ;
  7. Make a recommendation for contract packaging of the works (i.e. number and scope of lots) that would achieve economy and efficiency, and prepare tender documents (including assembling existing/available design and construction materials and construction drawings, etc.) to allow for National Competitive bidding ;
  8. Prepare cost estimates based on a priced bill of quantities and submit a single confidential copy of the priced bill of quantities, separately bound, direct to the Client. The cost estimates must clearly indicate the design assumptions, unit costs, and investment costs. The Consultant shall be guided by the least cost principles and estimate cost of all designs to within 10% accuracy ;
  9. Provide a plan and a methodology for monitoring the performance of the contractors and for assessing their performance ;
  10. Propose an implementation schedule for the entire works ;
  11. Liaise with the various service organizations (ECG, GWCL, GT, MRT, etc) to identify and assess the cost of any necessary service diversions/relocations and determine the most appropriate means of implementing these relocations and/or diversions. If significant diversions/relocations are necessary, consideration should be given to awarding separate contracts.

The Consultant shall assist the Client to undertake procurement of the works and support to the implementation of decentralized sewerage systems (i.e. invite contractors to submit bids, including pre-bid meetings if any, and other activities related to procurement).

Design of Decentralized Sewerage Systems :

Provide a detailed assessment report covering baseline data/inventory of existing sewerage networks including the treatment plants and the choice of viable optimized decentralized sewerage systems for the selected communities within GAMA.

Provide comprehensive bid documents for the whole scheme of works and appropriate works contract packages, comprising a compilation of existing/available design materials (construction drawings, bill of quantities, specification etc.).This will include inter alia:

Preparation of updated designs of available/existing decentralized sewerage systems, household and institutions (schools) connections/extensions, informed design drawings and specifications for each sewer networks, including options for pro-poor communities.

Prepare and submit tender documents, comprising: Bills of Quantities, specifications, conditions of contract, and all other necessary tender documentation to a standard appropriate for National Competitive Bidding using Standard Bidding Documents.

Prepare and submit final cost estimates based on the final design and bills of quantities. Facilitate and ensure establishment of community management systems.

Undertake an environmental and social assessment of the proposed works in line the African Development Bank Environmental and Social Safeguards Policies as contained in the Bank’s Integrated Safeguards System, 2013 and Ghana’s Environmental Laws, notably Environmental Impact Assessment Regulation, 1999 (LI 1652) as amended (see Attachment B for details).

Detailed Tasks of Phase II Assignment – Construction Supervision of Decentralized Sewerage Systems

The Firm/Consultant shall execute continuous supervision of all project works including the monitoring of work progress and adherence to specified work standards (quality control). Specifically, these services will include, inter alia :

  1. Providing contractors with the necessary data points and bench marks for setting out the works, and subsequently checking and approving the detailed setting out ;
  2. Checking and approving the contractors’ work plans and implementation schedules for the most efficient and expeditious methods of carrying out the works ;
  3. Issuing all necessary instructions to contractors, and continuously supervising the works to ensure that they are carried out in accordance with the contract documents ;
  4. Carrying out, during the execution of the works, inspection of all working areas and installations ;
  5. Checking and approving materials used and examining contractors’ installations, accommodation, construction equipment and laboratories to ensure that these conform to agreed specifications and proposals ;
  6. Checking and approving all working drawings prepared by contractors ;
  7. Checking contractors’ work measurements and certifying payment claims ;
  8. Negotiating with contractors any contractually permissible changes in price or rate for which the need may arise and making recommendations on these to the Client ;
  9. Informing the Client of any problems which may arise in connection with civil work contracts and making recommendations for their solution ;
  10. Assisting the Client in any dispute during contract period that may arise with contractors and giving clear opinions on any of these claims, drawing up reports giving all the elements on which the judgments are based ;
  11. Prepare and submit monthly reports for the use of the Client on the progress of work, indicating the number and type of facilities constructed and Contractor’s performance, quality of work and the project’s financial status and forecasts ;
  12. Propose and present for the approval of the Client, any changes in the contract documents necessary for the completion of works, including information on any effects the changes may have on the contract amount and the time of completion of the project, and prepare all necessary change or variation orders including alteration of plans, specifications and other details ;
  13. Maintain representatives at the site in such a manner that adequate supervision of construction works is ascertained at all times and to ensure that all works are executed in accordance with the drawings and specifications ;
  14. Furnish timely assistance and direction to Contractor in all matters related to the interpretation of the contract documents, ground survey controls, quality control testing and other matter related to contract compliance and progress of the project ;
  15. Organize the supervision of the works with proper allocation of responsibilities to the Individual inspectors and supervise their work to ensure effective execution ;
  16. Prepare and maintain inspection and engineering reports and records to adequately document the progress and performance of the works ;
  17. Review and approve all of the Contractor’s working drawings and drawings for temporary works ;
  18. Arrange and preside at periodic coordination and progress meetings on site as agreed with the client ;
  19. Perform all measurements of completed or partially completed works where required for the determination of quantities for payment ;
  20. Review all laboratory and field testing of materials and products needed to assure that the quality as specified in the contract documents is obtained ;
  21. Inspect the security and safety aspects of construction and temporary works to ensure that every reasonable measure has been taken to protect life and property ;
  22. Before the issuance of the Certificate of Substantial Completion, the Consultant shall carry out the necessary inspection with Client Team, specifying and supervising all remedial works to be carried out and propose to the Client upon completion of the project, the final inspection together with representatives of the Client and assist in issuing the Certificate of Substantial Completion and Certificate of Final Completion ;
  23. Undertake Monthly Environmental and Social Monitoring of the Civil Works ;
  24. Perform all other tasks not specifically mentioned above, but which are necessary and essential to successfully supervise and control all construction activities in accordance with the terms of the construction contract. The Consultant’s responsibility for the works shall expire upon the issuance of the Final Completion Certificate ;
  25. Consultant will be required to consult and work closely with the Metropolitan/Municipal Environmental Health Department, ASIP/AMSU as well as the Municipal Planning and Engineering Offices in implementing this assignment.

Expertise Required :

The expertise required for this assignment for Phase of of the assignment will include but not limited to a Team Lerder/ Sewerage Engineer, Sewerage/Hydraulic Engeneer, Sanitary Engineer/ Ecological Engineer, Geomatic Engineer, CAD/GIS Technician, Environmental and Social Safeguards Expert each with a minimum of 7 years expereince in WASH or related Systems.

The Ministry of Sanitation and Water Resources now invites eligible consultimg firms (Consultants) to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “procurement Policy framework dated October 2015” which is available on the Bank’s website at http://www.afdb.org
