The Government of the Republic of Namibia has received financing from the African Development Bank towards the cost of the Transport Infrastructure Improvement Project, and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy Services for the Feasibility Study for the Trans-Zambezi Railway Extension Grootfontein – Rundu – Katima Mulilo.

The scope of services under this contract will include but not limited to :

Assessment of regional railway infrastructure development projects in Zambia, Angola and Botswana including facilitating and organising consultations between Namibia and the relevant Authorities and Institutions in the neighbouring countries.

Evaluation of the project transport demand: key users, commodities, annual freight volumes, transport prices, competing routes and modes.

Evaluation of alternative options for achieving the regional railway interconnection from Namibia and identification of the most favourable route. Elaboration of appropriate project implementation plan and financing.

Assessment of multimodal road + rail alternative :

The Ministry of Works and Transport now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified and capable to perform the services: (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). CVs for the key staff for the assignment shall be included: (i) Team Leader with very good knowledge of the institutions in the Region responsible for transport infrastructure development, and wide experience in intergovernmental facilitation and multilateral project financing; (ii) Transport Economist and (iii) Railway Engineer both with wide experience in feasibility studies for rail transport projects in Africa. Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure (QCBS) shall be in accordance with the African Development Bank’s ‘Procurement Policy and Methodology for Bank Group Funded Operations (BPM)’, dated October 2015 which is available, on the Bank’s website at http://www.afdb.org.
