BACKGROUND
To monitor its progress and performance, including monitoring of its 13th General Program of Work (GPW 13), the World Health Organization (WHO) relies heavily on data generated by the national health information systems (NHIS) of the Member States. A strong NHIS with capacity to generate reliable good quality data in a timely manner is therefore of great interest to WHO as it is to the Member States.
As the strength of the national HIS and availability, quality and timeliness of their data have direct implications on the reports that WHO produces; WHO has out in place plans to do more to support the countries to strengthen their NHIS. To achieve this, the leadership of WHO in the African Region (AFRO) established the Health Information System unit.
The overall objective of the HIS Programme is to support Member States in the WHO African Region to improve the availability, quality, and use of health data for planning and provision of services towards Universal Health Care through the strengthening of their health information systems. The Programme achieves this by developing and promoting regional tools, norms, standards and guides for the generation, transmission, storage and use of health data with the view of reducing fragmentation of the national health information system, and reducing the burden and cost for their collection and reporting It convenes, coordinates, and aligns multiple partners and their investments around country priorities for health information systems; and articulates evidence-based options for improving the availability and quality of health data, and transparency in data sharing in countries
The HIS Team would like to recruit a health informatics specialist to develop a platform for centralization, analysis, and dissemination of health data along the life-course. However, the currently approved HIS consultant roster does not include such a position. The team would therefore like to include in the roster a position of a health informatics. This will involve advertising the position and going through the process of selection of consultants as defined by WHO’s Human Resources guidelines.

DELIVRABLES
The consultant will develop an online platform that will:
- Automatically pull country data from DHIS2 or similar platforms.
- Allow manual entry of country data into the platform in case such data exist outside of the DHIS 2 or any other platform.
- Consolidate and store data, with unique country identifiers.
- Automatically analyze health (including use of artificial intelligence).
- Display results on dashboard to show progress and performance.
- Link with and push country data into AFRO’s data lake and integrated African Health Observatory.
REQUIRED QUALIFICATIONS, EXPERIENCE, SKILLS AND LANGUAGES
Educational Qualifications
– « Specialists »: (B lower Band level / P3):
At least a first university degree in a relevant field (Computer science, data/information/health management, econometrics, advanced statistical analysis, information technology, and software engineering).
– « Experts »: (B & C Band levels / P4 -P5)
At least a master’s level university degree in a relevant field (Computer science, data/information/health management, econometrics, advanced statistical analysis, information technology, and software engineering).
Experience
- « Specialists »: (B lower Band level / P3):
At least 5 years’ practical experience in providing IT support to international organization.
- « Experts »: (B & C Band levels / P4 -P5)
At least 7 – 10 years’ practical experience in providing IT support to international organization.
Skills/Knowledge
- Excellent skills and experience in training facilitation, mentoring and capacity development.
- Knowledge of programme management and functioning of WHO and the UN system is an asset.
- Ability to write and synthesize information in a clear and concise manner.
- Excellent interpersonal skills, including respecting and promoting individual and cultural differences.
- Ability to work comfortably in an international, multi-disciplinary, fast-paced environment.
- Demonstrated technical knowledge and skills in HIS complemented by sound knowledge of information and knowledge management, the application of modern technologies and innovations preferably in the context of capacity building, and/or health systems, and excellent skills in training in health information systems.
- Proven ability to promote consensus, communicate progress and results, and take remedial action in a proactive manner, while ensuring effective work practices and ethics, as well as to conduct resource mobilization activities, preferably in the context of capacity building, and/or health systems.
- Excellent knowledge of MS Office applications and computer skills including the ability to make high quality technical presentations and data analysis.
Languages
Essential: Expert knowledge of English or French.
Desirable: Working knowledge of Portuguese or at least one other UN language would be an asset.
Location
On-site (on WHO premises: Regional Office or WHO Member States) or Off-site (Home based or any location, but not on WHO premises).
Travel
Travel where expected will be subject to WHO rules, and regulations related to the travel and the country of assignment applicable rates.
REMUNERATION
Daily or monthly rate according to the consultancy and in line with the Information Note 09/2021.

- The purpose of this vacancy is to develop a list of qualified candidates for inclusion in this advertised roster. All applicants will be notified in writing of the outcome of their application (whether successful or unsuccessful) upon conclusion of the selection process. Successful candidates will be placed on the roster and subsequently may be selected for consultancy assignments falling in this area of work or for similar requirements/tasks/deliverables.
