REQUEST FOR EXPRESSIONS OF INTEREST
AFRICAN DEVELOPMENT BANK

Renewable Energy and Efficiency Department – PERN.1

 

  1.  The African Development Bank (the Bank) hereby invites Individual Consultants to indicate their interest in the following Assignment: DtP Pipeline Management and Dashboard Individual Consultant.
  2.  The objectives of this assignment will be for the DtP Pipeline Management and Dashboard Individual Consultant (“The Consultant”) to articulate, design and structure a digital delivery dashboard, including a monitoring and reporting pipeline for Desert to Power projects. The
    Consultant will prepare, in close collaboration with the identified Taskforce country leads, a pipeline for the DtP and work within the DtP Taskforce and with other teams implementing DtP projects to track projects, budgets, costs, funding, progress status (etc.) and raise
    awareness and risks when necessary. The Consultant will guide the overall implementation of the DtP pipeline and Digital Dashboard and provide timely and relevant data for project management and reporting to stakeholders.
    The Consultant is also expected to support the overall activities of the DtP initiative, notably by providing project coordination to strengthen the DtP Initiative’s activities. The Consultant will support the team on the stakeholder engagement, relationships and partnerships, strategy,
    and planning. He/she will focus on collecting, collating, and assessing data and information required for pipeline and dashboard monitoring and reporting on indicators capturing projects in the approved national and regional roadmaps. This includes:

    •  Identification of the main stakeholders for data collection and preparation of
      monitoring tools
    •  Development of an appropriate and accessible Digital Dashboard system
    •  Verification of collected data
    •  Project’s Monitoring reports
  3.  The Renewable Energy and Energy Efficiency (PERN) Department invites Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to
    undertake this Assignment (including CV, documents, reference to similar services, experience in similar assignments, references, etc.). A technical and financial proposition will be requested thereafter from the shortlisted consultant firms.
  4.  The eligibility criteria, the establishment of a shortlist and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a firm does
    not imply any obligation on the part of the Bank to include him/her in the shortlist.
  5.  A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria based on their updated resume.
    • Academic Qualifications                                                                                                                                                             25%
    • Experience in specific assignments described in the TOR and suitability for the task to be performed    35%
    • Experience with international organisations                                                                                                                    20%
    • Language Proficiency                                                                                                                                                                  10%
    • Knowledge of the Renewable Energy Sector                                                                                                                            10%
  6.  It is expected that interested consultant shall already be registered or register in the Bank’s DACON System for consultants. The link to the relevant registration website is https://econsultant.afdb.org/. The consultant is expected to specify in their submission that they
    are registered in the Bank’s DACON system
  7.  The duration of services is one (01) year renewable subject to satisfactory work, and the estimated starting date is 4 January 2022.
