The Government of Rwanda has received funds from the African Development Bank, acting for the EU-Africa Infrastructure Trust Fund (EI-AITF) , toward the cost of “Technical Audit”, as a component of the Multinational: Uganda/Rwanda: Busega – Mpigi and Kagitumba-Kayonza – Rusumo Roads Project (208km) and intends to apply part of the agreed amount for the grant to payments under the contract for Technical Audit of the Rehabilitation and Widening of Kagitumba-Kayonza-Rusumo (208km) road Project.
The services included under this project are the ‘’Technical Audit’’ will be selected in accordance with the Least Cost Selection (LCS). The duration of services is twenty four (24) months.
Rwanda Transport Development Agency (RTDA) (Website: http://rtda.gov.rw) now invites eligible consultants to express their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their capacity and qualifications. The nature of association, whether a joint venture or a sub-consultancy should clearly be stated in the Expression of Interest. In case of joint venture, the firm leading the joint venture should be mentioned. Joint Venture partners must be jointly and severally liable. For skills and technology transfer, International consultants are encouraged to associate with local consultants.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance
with the African Development Bank’s Procurement Framework: Procurement Policy for Bank Group Funded Operations, Dated October, 2015, which is available on the Bank’s website at http://www.afdb.org. Interested consultants may obtain further information at the address below during office hours from 7:00 am to 5:00 pm local time on Monday to Fridays (except on public Holidays), or by e-mail from the addresses below.Expressions of interest, in French or English, must be delivered to the address below by 23rd April 2019 at 5:00 p.m, local time (3:00 p.m GMT) with the mention “Technical Audit of the Rehabilitation and Widening of Kagitumba-Kayonza-Rusumo Road Project”. Electronic submissions for the expression of interest are accepted in respect of the dead line.
