The Government of the Democratic Republic of Ethiopia has received financing from the African Development Bank toward the cost of the Ethiopia Integrated Transport Program Phase I and intends to apply part of the agreed amount for this grant to payments under the contract for Capacity Building for the Ministry of Transport.
The government of the Democratic Republic of Ethiopia through the Ethiopian Roads Authority intend to engage capable firm who will develop the National Integrated Transport Master Plan Study and Enhance Sector Capacity in Planning and Research and Development.
The main objective of the service is to come up with a 20 year (2020-2039) master plan, formulated based on a detailed assessment of the existing national transport network and the results of a comprehensive analysis of the gaps therein as well as the relevant National policies, strategies, and macroeconomic frameworks to:
- Have a national long term plan for transport that will guide transport planning, management and operations for all the spheres of government as well as all the different modes.
- Guide the rational development of an intermodal/multimodal transport network in the country through coordinated planning and operation of projects and programs as an integrated network of intermodal sub-systems.
- Develop a dynamic; long term; state-of-the-art and sustainable multi-modal transportation systems/networks that shall be demand responsive to National/Regional/Woreda and/or any socio-economic growth strategy, and/or any sectoral integrated spatial development plan.
- Promote sub-regional and regional economic cooperation/integration and utilization of multimodal transport system for more efficient connectivity between industrial/production areas, major cities, and rural areas in line with the Government’s direction and strategies.
- Propose different transport projects with investment requirement and alternative financing schemes for effective utilization of public finance, private sector financing, Public Private Partnership, and/or external finance.
- Enhance the capacity of Ministry of Transport of the FDRE and other concerned agencies/institutions on the various transport planning tools and techniques, especially those employing new technology, through various training workshops.
Enhancing the R&D Capacity of the Ministry will also be of particular interest.
In general, the envisaged National Transport Master Plan will attempt to not only comply with the relevant policies and legislations but also to streamline transport planning both vertically (among the planning authorities) and horizontally (across all modes).
The Ethiopian Roads Authority now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy Framework and Methodology dated October 2015” which is available on the Bank’s website at http://www.afdb.org.
