REQUEST FOR EXPRESSIONS OF INTEREST

(INDIVIDUAL COSULTANCY SERVICES)

FOR THE ESTABLISHMENT OF A DATABASE MANAGEMENT SYSTEM (DBMS) FOR PURC

  1. The Public Utilities Regulatory Commission (PURC) is an independent economic and quality of service regulatory body established under the Public Utilities Regulatory Commission Act,1997 (Act 538), to regulate electricity, water and natural gas utility services in Ghana. In order to fulfil its mandate, it has to gather, analyse and use different types of information and data. These are mainly financial & accounting data, technical & operational data and commercial data.
  1. The PURC being a data driven organization having many levels of communication with diversified stakeholders and protecting the interest of the utility providers and their customers at the same time, wishes to implement a comprehensive Database Management System (DBMS) that will make the Commission’s work more efficient and effective.
  1. The PURC has received grant from the African Development Bank (AfDB) through the KOAFEC Trust Fund to establish and operationalise a DBMS and wishes to engage the services of an individual consultant to oversee and lead the design and implementation of the DBMS
  1. The PURC invites eligible individual local consultants to indicate their interest in providing the following services:
  • determine the ICT needs of PURC for an effective DBMS;
  • develop specification of a suitable DBMS components to meet the needs of PURC;
  • develop a TOR for the engagement of an ICT firm to supply and install the specified components and train staff on how to operate the system;
  • supervise the installation of a robust DBMS; and
  • undertake any related tasks that may be assigned by the Executive Secretary of PURC.
  1. The Consultant, in the performance of these services, shall report to the Executive Secretary of PURC,

Interested Consultants should be familiar with the Ghanaian regulatory environment and provide information on their qualifications and experience, demonstrating their ability to undertake this assignment (provide documents, give references to similar services, cite experience in similar assignment, etc). At the minimum, the Individual Consultant required for this assignment must have a balanced mix of qualifications and experience in the field of IT, Database systems, Application development and Networking technologies.
  1. Qualified candidate shall be shortlisted and a detailed Request for Proposal (RfP) shall be issued to them to respond with their proposals for the assignment.
  1. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” dated May 2008 and revised in June 2012, which is available on AfDB’s website at http://www.afdb.org.
  1. The duration of the Proposed Assignment shall be Six (6) calendar months. The Commencement Date is anticipated to be June 1, 2019 and the place of assignment shall be Accra, Ghana.
  1. Expressions of Interest (EOI) should be delivered at the Front Desk of PURC on or before Thursday May 2, 2019 at 17:00 GMT specifically mentioning “Expression of Interest: Database Management System” and be addressed to the Executive Secretary of PURC with the following address:
