Assignment Title: CONSULTANCY SERVICES FOR ENHANCEMENT OF FAECAL SLUDGE MANAGEMENT IN NAIROBI CITY.

  1. The Government of Kenya (GoK) on behalf of Athi Water Works Development Agency (AWWDA) has received financing from the African Development Bank (AfDB) towards the cost of the Nairobi Rivers Basin Rehabilitation and Restoration Programme: Sewerage Improvement Project Phase II (NARSIP 2) and intends to apply part of the amount for this loan to payments under the Consultancy Services for Enhancement of Faecal Sludge Management In Nairobi City ;
  1. The objective is to capacity build staff of AWWDA, NCCG and NCWSC on FSM best practices to provide guidance on how to plan city-level faecal sludge management projects with the involvement of all stakeholders. The scope of consultancy services will include but not limited to the following proposed works:
  • Review, assess and analyze the current FSM system ;
  • Conduct field assessments, including interviews of key stakeholders in Nairobi ;
  • Estimate the quantities of sludge to be generated and treated for the current and future scenarios ;
  • Propose solutions to the hurdles/gaps identified while considering the policy, regulatory and institutional arrangements, the technical elements, the funding/financial arrangements, user/customer perceptions and environmental dimensions ;
  • Support to Align FSM in CWIS approach by evaluating the advantages of reaching the poor without considering the context or need for broader planning and public service delivery systems ;
  • Development of a public private management set up for sludge collection and treatment ;
  • Develop an institutional strengthening/transformation plan and associated investments including staffing roles/responsibilities, capacity building plans, and the preparation of procedures/operations manual to improve the management of FSM along the service chain ;
  • To review the fecal sludge management from on-site facilities especially in the informal settlements and recommend adequate fecal sludge management schemes and required investments and changes to the regulatory framework at national and county level ;
  • Review and update MyMaji Google app towards effective FSM ;
  • Training of staff of AWWDA, NCCG and NCWSC on FSM best practices to plan city-level faecal sludge management projects with the involvement of all stakeholders.
  1. The Athi Water Works Development Agency (AWWDA) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification ;
  1. Interested consultants must provide information with evidence that they are qualified and experienced to perform those services. For that purpose, documented evidence of recent and similar services shall be submitted ;

Determination of the similarity of the experiences will be based on :

  • Experience in Faecal sludge management services in urban areas ;
  • Experience in similar conditions ;
  • Availability of appropriate skills amongst staff including Project Manager, Waste Water Engineer, Chemist, Economist/Financial Expert, Institutional Specialist, Environmentalist, Surveyor, Sociologist/ community development expert, Legal Expert) ;
  • Among the submitted applications, Athi Water Works Development Agency will shortlist a maximum of 6 consultants, to whom the Request for Proposals to carry out the services shall be sent.
  1. Eligibility criteria,  establishment  of  the  short-list  and  the  selection  procedure  shall  be  in  accordance  with  the “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org ;
  1. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines ;
  1. Interested consultants may obtain further information at the address below during office hours 0800 to 1700 Hours from Monday to Friday excluding lunch hour (1300 to 1400Hrs) and public holidays ;
