QUALITY AND COST BASED SELECTION REQUEST FOR EXPRESSIONS OF INTEREST

EASTERN CORRIDOR ROAD DEVELOPMENT PROGRAMME PHASE 1 (ECRDP-1)

CONSULTANCY SERVICES FOR 4 NO. ROAD PROJECT STUDIES :

  • LOT 1 – CONSULTANCY SERVICES FOR DETAILED DESIGN STUDIES FOR THE NORTHERN ORBITAL ROAD (POKUASE – RITZ JUNCTION – MOTORWAY JUNCTION) PROJECT (23.0KM) AND 10.0KM OF LOCAL ROADS ;
  • LOT 2 – CONSULTANCY SERVICES FOR FEASIBILITY STUDIES AND DETAILED ENGINEERING DESIGN STUDIES FOR THE RECONSTRUCTION OF ASIKUMA JUNCTION – HO – DENU ROAD (133.5KM) ;
  • LOT 3 – CONSULTANCY SERVICES FOR FEASIBILITY STUDIES AND DETAILED ENGINEERING DESIGN STUDIES FOR THE CONSTRUCTION OF SAWLA – NAKPOK – CHACHE ROAD (53.0KM) ;
  • LOT 4 – CONSULTANCY SERVICES FOR FEASIBILITY STUDIES AND DETAILED ENGINEERING DESIGN STUDIES FOR THE PAVEMENT STRENGHTENING OF KINTAMPO – BUIPE ROAD (90.3KM).

The Government of Ghana has received funding from the African Development Bank, (AfDB), towards the implementation of the Eastern Corridor Road Development Programme Phase 1 (ECRDP-1). The Ghana Highway Authority intends to apply part of the funds to eligible payments under the contract for Consultancy Services for 4 Nos. Road Project Studies.

The 4 assignments are lotted as follows :

  • Lot 1 – Consultancy Services for Detailed Design Studies for the Northern Orbital Road (Pokuase – Ritz Junction – Motorway Junction) Project (23.0km) and 10km of Local Roads ;
  • Lot 2 – Consultancy Services for Feasibility Studies and Detailed Engineering Design Studies for the Reconstruction of Asikuma Junction – Ho – Denu Road (133.5km) ;
  • Lot 3 – Consultancy Services for Feasibility Studies and Detailed Engineering Design Studies for the Construction of Sawla – Nakpok – Chache Road (53.0km) ;
  • Lot 4 – Consultancy Services for Feasibility Studies and Detailed Engineering Design Studies for the Pavement Strengthening of Kintampo – Buipe Road (90.3km).

The main objectives of the studies are to, among others :

  • Determine the technical feasibility, social and economic viability and environmental impacts of the road projects ;
  • Prepare detailed engineering designs, cost estimates, tender documents and Project Concept Notes (PCN) in a format to be provided by the Client.

The assignment shall be in undertaken in two stages i.e. Stage 1: Feasibility Studies and Stage 2 :

Detailed Engineering Design. The duration of the assignments shall be 10.5 months.

The Ministry of Roads and Highways represented by the Ghana Highway Authority now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Interested firms can express interest in all Lots but will be shortlisted for ONLY ONE LOT and must organize their Expression of Interest in the following order :

Chapter 1 – Company Profile, incorporating i) Legal Status (Certificate of Incorporation), ii) Letter of Intent of Association, if necessary, iii) Organizational chart, iv) List of Board of Directors v) List of Beneficial Owners.

Chapter 2 – Specific Experience of the firm relevant to the assignment.

A Consultant will be selected in accordance with the Quality and Cost Based Selection procedures as set out in the AfDB Procurement Policy Framework for Bank Group Funded Operations, August 2015.

Expressions of Interest should be clearly marked “Consulting Services for Four (4) Road Project Studies” with the specific Lot(s) indicated and must be delivered (Original plus five hard copies and a pdf-electronic copy) to the address below (in person, or by courier) by 5.00pm on 31st January 2022 to the address provided below.
