Brief description of the Assignment : Under the overall supervision of the Director, the main responsibility of the Consultant will be to provide communications support to the Department (SNSP) in order to increase outreach and raise awareness about its work on the Bank Group’s strategies and policies. The Consultant’s assignments may be modified for other related tasks so long as they are consistent with his/her qualification and experience.

Terms of Reference :

Background

The Bank

Established in 1964, the African Development Bank (hereafter the Bank) is the premier pan-African development institution, promoting economic growth and social progress across the continent. The Bank’s shareholders include 54 African countries (regional member countries) and 26 non-African countries (non-regional member countries). The overarching objective of the Bank is to spur sustainable economic development and social progress in its regional member countries (RMCs), thus contributing to poverty reduction. In 2013, the Board of the Bank approved a Ten-Year Strategy (TYS) covering the period 2013-22 with the overarching twin objectives of achieving inclusive growth and a transition to green growth. Bank is also responding to the challenge of supporting these objectives by scaling up investment and implementation of the TYS by focusing on five priority areas, referred to as the High 5s. These priority areas are: Light up and Power Africa, Feed Africa, Industrialize Africa, Integrate Africa and Improve the Quality of Life for the People of Africa.

The Department

The Strategy and Operational Policies Department (SNSP) sits in the Senior Vice Presidency complex of the Bank and is responsible for developing the corporate vision and the strategic perspectives for the Bank through formulating, revising and providing advice on operational policies and procedures. SNSP works across the institution, helping to ensure strategic and policy focus in decision-making, and improving alignment of resources with strategic priorities. SNSP is also mandated to contribute to the development of new ideas and concepts for corporate initiatives and also to advise the Bank on innovation and institutional efficiency-related matters. As part of its corporate assignments, SNSP provides regular input to the Bank review processes through the Senior Management Committee (SMCC) and the Bank’s Operations Committee (OpsCom).

Recent refinements in the Bank’s strategic direction and organizational restructuring (including in particular the adoption of the High 5s, the elaboration of a new Development and Business Delivery Model, a re-engineering of the Bank Group’s existing business processes, organizational culture, policies and procedures) have made necessary the Bank to revise/review some of its operational policies, strategies and guidelines to make them reflective of these new developments.

For this reason, and as part of its 2019-2021 Work Program, SNSP has committed to the completion of a number of deliverables including but not limited to: (i) sector and thematic strategies, policies, guidelines and the Operations Manual), (ii) outreach activities and training; and (iii) operational studies and research papers. The successful completion of these deliverables will require them to be accompanied by comprehensive dissemination and outreach activities.

SNSP is currently seeking individual consultancy services to support the Department’s events and communications activities in relation to the above-captioned deliverables. The Consultant is expected to work closely with SNSP staff and the Bank’s Communications Department to deliver on this work.

Scope of the Assignment

The services to be provided under the assignment and under the overall supervision of the Director include (but are not limited to) :

  • Write, edit, copy-edit and proof-read articles, reports, op-eds, press releases, web content, event notices and briefs following the Bank style ;
  • Coordinate the development of all communication materials, including intranet articles, social media / blog posts, press releases, talking points, videos, photos and other communications products ;
  • Support the summary of all key operational policies, strategies and guidelines into easily digestible factsheets for ease of reference and ensure their development into communication materials for the Bank’s operations task teams ;
  • Support the design and dissemination of the Department’s Newsletter ;
  • Design high quality PowerPoint templates for the Department’s presentations ;
  • Design a departmental logo that will be used to brand all materials emanating from SNSP and initiate branding activities and print production, which include brochures, roll-ups, posters, leaflets, booklets, etc ;
  • Plan and coordinate events, seminars and workshops organized by the Department ;
  • Organize press conferences, media interviews and other communication logistics during key activities, seminars and conferences ;
  • Provide editorial coverage of events, projects, programmes and initiatives led by the Department, for posting on both the internal and external websites ;
  • Create and deliver compelling content for social media, including but not limited to Facebook, Twitter and LinkedIn, in order to enhance the Department’s brand positioning on social media ;
  • Other communications and external relations duties as required.

Qualifications and experience

SNSP is looking for a proactive candidate who is committed and driven to deliver quality and innovative outputs. The key selection criteria for the position include the following :

  • Postgraduate degree in communications, journalism or business, or development with a communication major, or related field ;
  • At least 8 years of post-graduate and relevant work experience ;
  • Knowledge and experience in the work of international organizations and proven experience in managing communication for development ;
  • Proven experience in designing and delivering internal and external communication plans and tools ;
  • Strong competencies in writing media releases, media advisories, copy for web content and as well as other corporate communications content ;
  • Ability to produce inspiring and engaging contents ;
  • Builds and maintains effective relationships with the team, external colleagues and partners ;
  • Capacity to deliver high quality work within tight deadlines ;
  • Strong research skills and ability to analyze, gather and integrate diverse policy and development information from various sources, with deep knowledge of Africa’s socio-economic and development issues ;
  • Very strong editorial and communication skills; fluency in English or French and at least intermediate knowledge the other language ;
  • Proficiency in standard software such as Word, Excel, PowerPoint, Outlook, as well as high-level knowledge of best practices on social media
  • Proficiency and experience in using desktop publishing tools and design tools is a plus.

Duration and location of the assignment

The period for this assignment is 6 calendar months. The consultancy will be based in Abidjan, Côte d’Ivoire and will require full-time presence in the Bank’s offices. Field missions might occasionally be required. The consultant shall also report to the Director, SNSP. Day-to-day management of the consultancy shall be assured by the Manager, SNSP.

Duration of the assignment

The consultant is expected to begin preferably on October 15, 2019, with a contract duration of 6 months, with possible extension.

  1. Remuneration

Remuneration will be commensurate with experience, in line with the AfDB compensation guidelines. The consultancy fees will be paid on a monthly lump sum basis. In addition, for candidates who need to travel to take up this assignment, a round trip economy class air-tickets with the shortest route will be provided. The candidate will be responsible for obtaining personal health insurance at his or her own cost. The coverage should include all medical expenses, including those resulting from illness or injury incurred during the duration of the assignment.

  1. Eligibility

The position is open to nationals of one of the Member Countries of the African Development Bank.
