REQUEST FOR EXPRESSIONS OF INTEREST

  1. The African Development Bank, with funding from the Transition Support Facility (TSF), hereby invites Consultant Firms to express their interest for a consultancy to support the Investment Promotion Agencies (IPAs) in three transition countries specifically Sierra Leone, Liberia and The Gambia ;
  2. This project has been designed to support the IPAs of the three countries: the Sierra Leone Investment and Export Agency (SLIEPA), the Liberia National Investment Commission (LNIC) and the Gambia Investment and Export Promotion Agency (GIEPA). The consultancy firm, within a framework of an international partnership scheme, will implement the three components of the project viz: (a) Component 1: Investment Marketing, Investor Outreach and Targeting; (b) Component 2: Investment Facilitation, Investor Services and Investor Aftercare; and (c) Component 3: Project Management, Coordination and Institutional Support. The overall aim is to support each of the three IPAs in attracting foreign direct investment (FDI) to boost growth, generate employment and support economic diversification. The project will last for a duration of three years; the first two years will be full-time engagement, followed by a third year of intermittent remote mentoring and advice ;
  3. The Trade and Investment Climate Division (PITD2) invites Consultant Firms to submit their interest in providing the services described above. Interested Consultants must provide information on their capacity and experience indicating that they are qualified to perform services (brochures, description of similar assignments, experiences in similar settings, demonstration of the requisite skills mix in your team, time availability to undertake this assignment, etc.) ;
  4. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the “Bank’s Procurement Policy Framework and Methodology”, for projects financed under the African Development Bank, October 2015 edition, which is available on the Bank’s website at http://www.afdb.org. Please note that interest expressed by a consulting firm does not imply any obligation on the part of the Bank to include it in the shortlist ;
  5. The duration of the assignment is, estimated to be three years and the commencement date is, planned for May 2020 ;
  6. Interested Consultant Firms may obtain further information at the address below during office hours: i.e. 08.30 to 17.00hrs, local time in Cote d’Ivoire ;
  7. Expressions of Interest must be delivered through e-mail or at the address below in English by 12.00 noon local time in Cote d’Ivoire on Wednesday 01 April 2020 under the heading “Consultancy to Support Investment Promotion Agencies in Transition Countries – Sierra Leone, Liberia and The Gambia.”
