STUDY ON SOUTH AFRICA STATE OWNED ENTERPRISES CONTRIBUTION TO
ECONOMIC TRANSFORMATION AND INCLUSIVE GROWTH (focus on Energy,
Commercial, Commuter Transport and Broadband)

The African Development Bank (AfDB) intends to hire a Consultancy Firm to support the National Planning Commission of South Africa to undertake a study on the contribution of South African State Owned Enterprises to Economic Transformation and Inclusive Growth. The key purpose of the assignment is to assess South Africa’s SOEs contribution to economic transformation and inclusive growth with a special emphasis on SOE mandates in service delivery and with attention to other objectives such as business transformation, job creation and skills development and the institutional and policy arrangements necessary to deliver this mandate. Recommendations for strengthening this contribution are sought.

The focus of the study will be on three key infrastructure sectors Energy (electricity), Transport (commuter and commercial) and ICT (broadband). The SOEs considered will include: ESKOM, Transnet/Passenger Rail Agency South Africa (PRASA)/South African National Roads Agency (SANRAL), and Telkom/BroadBandInfraco (BBI)/State Information Technology Agency (SITA) with an eye to public sector roll out in the three spheres of government. The study will look at these sectors and identify any common factors which seem to drive under- or over-performance at given SOEs.

The firm’s services included under this consultancy include the following

1. Review the current performance of the above sectors and SOEs with a view to addressing the following questions:

  1. What goals are set in the NDP for delivery of the developmental mandate,
  2.  What role is identified for energy, transport and ICT SOEs in this regard
  3.  Are mandates appropriately set to deliver to these goals and roles?

2. Review the governance arrangements and their implementation and make recommendations on their appropriateness for to effective delivery of energy, transport and ICT SOE mandates? This includes, inter alia, government, regulator, intra-governmental, board, and executive roles. Specifically,

  1. Review the impact of the existing SOEs ownership model on the effectiveness, efficiency and transparency, and make appropriate policy recommendations ;
  2. Identify institutional framework that is required to improve efficiency,transparency and accountability of SOEs;
  3. Assess effectiveness and consistency in affording SOEs the appropriate powers to deliver their mandate and achieve objectives
  4. Assess relevance and adequacy of the Internal Governance Framework to fulfil SOE mandate
  5. Assess effectiveness and adequacy (openness and comprehensiveness) of stakeholder engagement to achieve their objectives
  6. Assess the relevance , consistency and suitability of the institutional, human and financial resources of SOEs with respect to their mandate and objectives

3. Undertake an in-depth assessment of the following:

  1. Targets that would enable the achievement of NDP objectives (e.g. cost to the user, availability and accessibility, sustainability of energy, transport and ICT as against NDP objectives)
  2.  Relative to these goals, what is the current status, and what is the gap?
  3. What is the mix of energy, transport and ICT infrastructure sought by 2030? How do we adjust to changing technology and delivery models?
    d) What is the market structure proposed to deliver it, and what is the role of the state?
  4. What role for state vs private funding? what role for user pay vs public provision
  5.  Transparency and accountability of allocation and generation of financial resources
  6.  Are financial targets set for SOEs consistent with their development mandates, i.e. the extent that SOEs are tasked with and funded/unfunded mandates for the delivery of non-commercial policy goals and how this affects performance?

4. Share the findings of the study at a Workshop for Validation.

5. Revise the report incorporating all peer review and work shop comments.

6. Produce a final report for publication.

The above services are expected to be provided to the AfDB for a period of 9 months beginning approximately September 2018.
