RECRUITMENT OF A FIRM TO DELIVER STORY BOARD, ANIMATION VIDEOS, AND BRANDING DESIGNS FOR FOURTH INDUSTRIAL REVOLUTION TRENDS

1. The ICT  Operations  division  (PITD.3)  seats  under  the  Industrial  and  Trade  Development Department and spearheads the Bank Group’s Information and Communication technology (ICT) operations. The Division leads on activities centered around developing regional and national broadband infrastructure, creating enabling policy and regulatory environment that attract private sector investment, scale digital skills, and nurture innovative/ digitally-enabled enterprises ;

2. The Division is seeking a firm (also referred to as “the Consultant”) which specializes in creation of story boards, animation and brand design to develop (maximum of 5) short, animated videos for the social media platform of the Bank and corresponding branding designs/infographics to communicate these animations ;

3. The content of these videos would be informed by the Bank’s flagship report financed under the Korea trust fund- Unlocking the Potential of the fourth Industrial revolution and subsequent events organized to promote the 4IR emerging trends (Big Data Analytics; the Internet of Things; Blockchain; Artificial Intelligence and Advanced Robotics; 3D Printing; Autonomous Vehicles and Drones; Digital Cloud Platform; Augmented Reality, etc.) and their adoption stories ( #4IRDays ) ;

4. The content and story line would also be informed by recent market trends. It would showcase i) emerging trends in the 4IR in Africa, with particular focus on Health, Agriculture, Energy and Green growth, Education and Manufacturing, (and ) ii) highlight impact stories from the Banks investment in innovative enterprises and projects pertaining to the 4IR ;

5. Final approved contents would feature on the Banks’ social media pages, under a series of post with hashtag #TechnologyThursday, #4IRDays ;

6. The African Development Bank therefore invites relevant firms to indicate their interest in the following Assignment: Recruitment of a Firm to Deliver Story Board, Animation Videos, and Branding Designs for Fourth Industrial Revolution Trends ;

7. The assignment will cover the following aspects :

• Development of story : Working together with technical staff in PITD.3 to research and identify emerging technology advances/trend in target sectors with a focus on their application to solve African issues. Overall 5 stories would be developed in Health, Agriculture, Energy and Green growth, Education and Manufacturing respectively ;
• Story boarding : Synthesizing identified trends to relatable story board (targeting a wide range of audiences) ;
• Production : This process is critical as it gives a clear idea about the types of characters, Props & Background, and overall animation ;
• Post -production : This stage would involve all activities relating to: Lighting and Texture: This gives colour and mood to the scene (Shot),Compositing and special FX, Colour correction, Rendering, Music, and sound effects. Also involves making the animations and static designs for promotions in digital media friendly- Facebook, Twitter, Instagram, official websites ;
• Development of 5 static infographics based on each trend video.

8. The ICT Operations Division invites relevant firms to indicate their interest in providing the above-described services. Interested eligible firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable Assignments, availability of qualified staff, etc.) ;

9. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Consultants under projects financed by the Bank Group, May 2008 Edition, revised on July 2012 available on the Bank Website at http://www.afdb.org. Please, note that interest expressed by a Firm does not imply any obligation on the part of the Bank to include it in the shortlist ;

10. The estimated duration of services is a combined working hours of 80 working days and the estimated starting date is April 2022
