- The Government of Mozambique has received financing from the African Development Bank Group (AFDB) toward the cost of the Local Content Development Project for Youth-led and Women in Business MSMEs, and intends to apply part of the agreed amount for this grant to payments under the contract for a Communication Specialist (Individual Consultant) ;
- The services included under this project are: (i) the preparation of Communication Plans and Project Communication Reports; (ii) providing advice and support to the MOZ YWEB Start-Up; and (iii) preparing communication plans and documents and performing other tasks related to the implementation of the project’s communication activities ;
- The Ministry of Industry and Commerce, through the Institute for the Promotion of Small and Medium Enterprises (IPEME), now invites eligible consultants to indicate their interest in providing these services. Interested Consultants must provide information indicating that they are qualified to perform the services (CV, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.) ;
- The Consultant should possess the following qualifications and experience :
- A Bachelor’s degree in communications, marketing, journalism, public relations. A Master’s degree will be considered an advantage. (25%) ;
- A minimum of five (5) years of working experience in private sector development or in local content, small and medium enterprise development, and capacity building programs. At least three (3) years of experience as a Communication Specialist working in a development project financed by a Multilateral Development Bank or donor agencies. A minimum of five (5) years of working experience in the public sector will be considered an advantage. Reference letters should be provided to confirm the candidate’s experience. (40%) ;
- Demonstrable experience in the use of communication processes, rules and procedures utilized by Multilateral Development organizations (such as the African Development Bank) or international donor agencies. (20%) ;
- Working knowledge of Portuguese and English is a requirement. (15%).
- Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework for Bank Group Funded Operations dated 2015, which is available on the Bank’s website at http://www.afdb.org ;
