Background / General Description :
- We are pleased to inform you that the Power Systems Development Department (PESD) and the Energy Financial Solutions, Policy and Regulation (PESR) Department of the African Development Bank (AfDB) in Nigeria will require the services of Energy sector, utility finance & regulatory Specialist individual consultancy services ;
- You are kindly requested to express your interest by submitting your CV (format attached) and Cover letter by email to Recruit_RDNG@AFDB.ORG and copy akabike@afdb.org by 5:00pm GMT on 9th December 2021 The caption of the submission shall be Proposal Nigeria; Energy sector, utility finance & regulatory Specialist individual consultancy services.

- The assignment is for an expected duration of one year (renewable) ;
- The Terms of Reference (TOR) indicating the scope of the assignment to be undertaken as well as the services required from the selected consultant is annexed (Annex 1) . You are also requested to present your expression of interest with your CV (format attached as Annex 2) and cover letter including a Financial Proposal with your proposed fees per day in a separate file. Please your Financial Proposal with a Password. The password is to be sent at a date after closure of expression of interest. Invalid files will not be accepted ;
- The Consultant will be selected in accordance with the African Development Bank’s Procedures for Acquisition of Consulting Services funded by the Administrative or Capital Expenditure Budget. The candidate shall be evaluated based on the following technical criteria :
- General qualifications and adequacy for the proposed Assignment (30 points) ;
- Similar experience in the area of expertise of the Assignment as listed in the ToR (60 points) ;
- Language proficiency (5 points) ;
- Knowledge of the Region (5 points).
- All the consultants shall be ranked, and the highest ranked consultant scoring above 80 points will be selected for the said assignment if his/her fees are within budget limits ;
- The consultant shall bear all his/her insurance and medical costs for the duration of his/her services ;
- All submissions should be made by email on proposed format before the closing date specified in paragraph 2 above. Any proposal received after the closing date shall be rejected.
