Renewable Energy and Energy Efficiency Department Sustainable Energy Fund for Africa (SEFA) Green Mini Grid Expert – Individual Long-term Consultant

Expressions of interest are being requested for an Individual Long-term Consultant Position

 

 

  1. The African Development Bank (AfDB) invites eligible consultants to indicate their Interest in providing services under the Sustainable Energy Fund for Africa (SEFA) to support the Bank and its clients as Green-Mini Grid (GMG) expert. SEFA is a multi-donor special fund managed by the African Development Bank providing catalytic finance to unlock private sector investments in renewable energy and energy efficiency. SEFA avails technical assistance and concessional finance instruments to remove market barriers, build a more robust pipeline of projects and improve the risk-return profile of individual investments. SEFA’s overarching goal is to contribute to universal access to affordable, reliable, sustainable, and modern energy services for all in Africa, in line with the New Deal on Energy for Africa and Sustainable Development Goal 7. The Fund is housed in the Renewable Energy and Energy Efficiency Department (PERN) under the Power, Energy, Climate, and Green Growth (PEVP) complex. Within the Department of Renewable Energy and Energy Efficiency and under the supervision of the Manager of PERN/PENP1, the Green Mini-Grids expert will be a member of the SEFA Technical Unit ;
  1. The services to be provided under the assignment include: (i) Screen Green Mini-Grid (GMG) projects with high impact potential (e.g. connections) that can be supported by the products and services provided by the AfDB; (ii) Provide expert advisory services and technical assistance to project developers (either mini-grid developers of those developing small IPPs or energy efficiency projects) during their project preparations and throughout the project cycle; (iii) Advise AfDB energy sector experts and Bank clients on institutional, legal, policy and regulatory issues linked to enabling private investments in GMG projects; (iv) Reinforce project preparation activities by supporting the screening, designing, review and due diligence of specific projects; (v) Defend selected high impact projects in front of technical committees involved in approving projects for funding; (vi) Work with the SEFA team in the design and implementation of a results based financing scheme for Green Mini-Grid; and (vii) All other relevant tasks as may be assigned from time to time ;
  1. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (documents, reference to similar services, CVs, experience in similar assignments, etc.) ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. The duration of services is twelve (12) months and the estimate starting date is early September 2021 ;

  1. A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria :
