SUBJECT :   RECRUITMENT OF A CONSULTING FIRM FOR THE CONDUCT OF THE FEASIBILITY STUDY OF THE WOMEN AND YOUTH INNOVATIVE HUB FOR GUINEA BISSAU, NIGER AND SIERRA LEONE

The Education, Human Capital and Employment Division (AHHD.1) in Human Capital, Youth and Skills Development Department (AHHD) at the African Development Bank (AfDB) requires the services of a consulting firm to conduct a feasibility study on the setting up of women and Youth Innovative Technology Hubs in Guinea Bissau, Niger and Sierra Leone. The feasibility study seeks to facilitate the inventory, assessment and evaluation that would enable the creation of innovation and technology hubs aimed at triggering a wave of well-trained women and youth in modern technology, enabling them to contribute to transformation of the economy.

SPECIFIC OBJECTIVES :

  1. Conduct a general assessment of the status of technical education in the target Member States ;
  2. Identify the competence of the teachers and the capacity of the schools that run technical education programmes ;
  3. Identify challenges in the deployment of technical education programmes and make recommendations to mitigate these challenges ;
  4. Discuss barriers to the development and implementation of innovative practices ;
  5. Recommend strategies to ensure greater deployment, improved teacher quality and alignment with international standards ;
  6. Evaluate the implementation of technical education in terms of costs: (i) Cost of training staff and ensuring everyone is trained and certified on the latest standards, (ii) Cost of improving technical education programmes in educational institutions ;
  7. Identify the existing gaps in terms of advanced technical and vocational skills training in the target Member States. This will be undertaken in the following manner: (i) list the available advanced vocational and technical skills training; and (ii) identify the most needed advanced vocational and technical skills training courses / programmes that would support the socio-economic development pillars of the country ;
  8. Develop technical education programmes that will improve the efficiency and productivity of the national workforce, and which are tailored to the needs of the local and international markets ;
  9. Design a strategy to nurture and incubate early-stage tech-enabled women businesses, transforming them from ideas, and concepts to viable and sustainable businesses ;
  10. based on the assessment, design the Women’s Innovation and Technology Hubs.

Gender dimensions :

  1. Create and environment for women to thrive and grow: design resource centres to provide women with access to mentorship, skills and networking; and
  2. Equip women with skills required to succeed in the digital market: facilitate gender sensitive training through partnerships with focus on ICT, employment and entrepreneurship ;
  3. Link the technology hubs to markets and women professional networks to attract tech female talent in the sub-region ;
  4. The estimated duration of the services is three months and expected to commence on 25 April 2022 ;
  5. The African Development Bank, through the Education, Human Capital and Employment Division (AHHD.1) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification ;
  6. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Bank’s Procurement Policy and procedure for the recruitment of corporate consultants which is available on the Bank’s website at http://www.afdb.org ;
