REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES- FIRM SELECTION)

Assignment Title: INDEPENDED EXTERNAL AUDITOR OF PROJECT FINANCIAL STATEMENTS

The Arab republic of Egypt has received a grant for Euro 4,012,000 from the Multi-Donor Trust Fund for Countries in Transition (TFT) through the African Development Bank toward the cost of the “Egypt’s Entrepreneurship Development Project” and intends to apply part of the agreed amount for this grant to payments under the contract for “Independent External Auditor of project Financial Statement”.

The objective of the independent external Audit of the financial statements is to enable the practitioner to state whether on the basis of procedures which do not provide all the evidence that would be required in an audit, anything has come to the practitioner’s attention that causes the practitioner to believe that the financial statements are not prepared in all material respects in accordance with the applicable financial reporting framework (negative assurance) The Audit will cover the periods: (i) from October 1, 2020 to December 31, 2021 and, (ii) from January 1, 2022 to September 30, 2022 (Including (3) months grace period).

The Academy for Scientific Research and Technology (ASRT), Tanmia wa Tatweer – Egypt’s Entrepreneurship Development Project, now invites eligible firm consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, experience in similar assignments, availability of appropriate skills and resources, biographies of key experts involved in implementation, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” dated October 2015, which is available on the Bank’s website at https://www.afdb.org using a Least Cost Selection (LCS) method. Interested consultants may obtain further information at the address below during office working hours, Sunday through Thursday, from 10:00 am to 15:00 pm. Egypt local time. Interested consultant firms can access the full text of the Terms of Reference (ToR) through http://www.asrt.sci.eg or requested by email (listed below, the shortlisted criteria are :

  1. The auditor should be registered and have a license from a national or regional professional Accountancy Body. He should have relevant experience in accounting and auditing of development project/programs, especially donor-funded operations ;
  1. The key audit team will comprise, at least :
  • Audit Manager : Professional Accountant (CA, ACCA, CPA, Expert Comptable,) with a minimum of 10 years post qualification experience of which 5 years should have been in the audit of either, African Development Bank or other multilateral donor-funded project/programs ;
  • Audit Supervisor : Professional Accountant (CA, ACCA, CPA, etc.) with a minimum of 5 years post qualification experience of which 3 years should have been in the audit of either, African Development Bank or other multilateral donor-funded project/programs ;
  • Audit Senior : Partly qualified Accountant with a minimum of 3 years working experience in an audit firm, of which 2 years should have been in the audit of either, African Development Bank or other multilateral donor-funded project/programs ;
  • Technical Audit senior : Where necessary, a technically qualified professional in the field of expertise with a minimum of 5 years working experience in the relevant sector. Experience in the audit of multilateral donor-funded project/programs or the conduct of technical audits will be an added advantage ;
  • Procurement Auditor : Where necessary, a certified procurement professional (CIPS or its equivalent), with a minimum of 5 years working experience in the conduct of procurement audits and/or execution of procurement activities in multilateral donor-funded project/programs.
