- The Government of Malawi has received financing from the African Development Bank (ADF) hereinafter called the Bank toward the cost of the Sustainable Fisheries, Aquaculture Development and Watershed Management, and intends to apply part of the proceeds toward payments under the contracts for Supply, Delivery and Installation of a complete Fish Feed Mill, Feed Mill Extruder and Feed Mill Drier for the Department of Fisheries. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit ;
- Bidders may Bid for one or more Items, Lots or Packages, as applicable and, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one Items, Lots or Packages as applicable will be allowed to do so, provided those discounts are included in the Letter of Bid ;
- The Ministry of Forestry and Natural Resources, Department of Fisheries now invites sealed Bids from eligible Bidders for Supply, delivery and Installation of a complete.
Fish Feed Mill to be delivered in Mzuzu and Fish Feed Extruder and Drier to be delivered in Zomba District within a period of Twenty-Four (24) weeks as follows;

- Bidding will be conducted through the Open Competitive Bidding (International), (OCBI) method as specified in the Bank’s Procurement Framework based upon the Bank’s Procurement Framework, October 2015 and is open to all eligible bidders as defined in the Procurement Framework ;
- Interested eligible Bidders may obtain further information from The Project Coordinator, Project Implementation Unit, Ministry of Forestry and Natural Resources, Department of Fisheries (Capital Hill), Department of Fisheries Building P.O. Box 593, Lilongwe Malawi or robertkafakoma@ymail.com cc: gmangulenje@yahoo.com and inspect the bidding document during office hours from 07:30 to 16:30 hours local time at the address given below ;
- The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of MK10,000.00. The method of payment will be cash, cashier’s check, or direct deposit to specified account number. The delivery procedure shall be airmail for overseas delivery and surface mail or courier for local delivery ;
- Bids must be delivered to the address below on or before 14:00hrs local time on Monday, 2nd August 2021. Electronic Bidding will not be permitted. - All Bids must be accompanied by a “Bid Security” as appropriate of Two Million Five Hundred Malawi Kwacha (MK2,500,000.00) for Lot 1 and Five Hundred Thousand Malawi Kwacha (MK500,000.00) Lot 2 ;
