TENDER FOR CONSTRUCTION OF WATER AND SEWERAGE INFRASTRUCTURE IN NORTHERN AND MUCHINGA PROVINCES (2 LOTS)

Context :

1. This Invitation for Bids follows the General Procurement Notice (GPN) published online in UN Development Business Ref # AfDB350-04/17 posted 10 April 2017 and on the African Development Bank Group’s website.
2. The Government of the Republic of Zambia has received funding from the African Development Bank (AfDB), the African Development Fund, Middle Income Trust Funds and Africa Growth Together Fund to finance part of the Integrated Small Towns Water Supply and Sanitation Program in Western, Luapula, Muchinga and Northern Provinces and intends to use some of these funds for the Construction of Water and Sewerage Infrastructure in Northern and Muchinga Provinces
3. The Ministry of Water Development, Sanitation and Environmental Protection now invites sealed bids from eligible bidders for the Construction of Water and Sewerage Infrastructure in Nothern and Muchinga Provinces summarized here below:

• Construction of Water and Sewerage Infrastructure in Kasama and Mbala – LOT 1 ;
• Construction of 1 no. reinforced concrete weir across a river and Construction of 1 no. raw water intake and pump station;
• Construction of a conventional rapid sand filtration water treatment plant (capacity 9,600 m3/day), including associated buildings;
• Construction of various water transmission Ductile Iron pipelines varying in size from DN 150 to DN 600
• Construction of 4 no. elevated steel tanks of size 750 m3, maximum tank-stand height of 25 m and Construction of 4 no. reinforced concrete reservoirs varying in size from 1500 m3 to 2,000 m3;
• Construction of 3 no. booster pump stations and installation of associated electromechanical equipment;
• Upgrading and replacement of distribution network pipelines and extension of the water distribution network to new development areas (total network length: from DN 75 to DN 400 PVC);
• Construction of service connections, including Supply and Installation water meters (appr. 12,000 no.); Supply and installation of bulk water meters (25 no.);Rehabilitation of water kiosks (56 no.);
• Reconstruction of sewerage networks and 2 network pump station (from DN 160 to DN 315), Construction a conventional wastewater treatment plant (capacity 3,000 m3/day); Construction of a set of wastewater treatment ponds (capacity: 700 m3/day)
• Construction of Water and Sewerage Infrastructure in Mpika and Nakonde – LOT 2
• Construction of 1 no. reinforced concrete weir across a river, Desilting of the existing dam reservoir
• Rehabilitation and Construction of a conventional slow sand filtration water treatment plant), including associated buildings;
• Construction of various water transmission Ductile Iron pipelines varying in size from DN 150 to DN 450
• Construction of 2 no. reinforced concrete reservoirs each of capacity 1500 m3; Construction of 1 no. elevated steel tanks of size 750 m3, tank-stand height of 16 m;
• Construction of 2 no. booster pump stations and installation of associated electromechanical equipment;
• Upgrading and replacement of distribution network pipelines and extension of the water distribution network to new development areas (total network length: from DN 75 to DN 200 PVC);
• Construction of service connections, including Supply and Installation water meters (appr. 4000 no.); Supply and installation of bulk water meters ( 35 no.);Rehabilitation of water kiosks (34 no.);
• Reconstruction of sewerage networks (sizes ranging from DN 160 to DN 315)
• Construction a set of wastewater treatment ponds (capacity 1200 m3/day);
• Construction of 1 no. commercial ablution block;
• Construction of a set of oxidation ponds.

4. A Pre-bid meeting and Site Visit will take place on 26^th August 2019 – 30^th August 2019 starting at 09:00am. The venue for the Pre-Bid site visit meeting will be at the Chambeshi Water and Sewerage Company Head Office in Kasama town.
5. Interested eligible bidders may obtain further information from the Ministry of Water Development, Sanitation and Environmental Protection, 3^rd Floor, Mukuba Pension House, Dedan Kimathi Avenue, Lusaka, Zambia and inspect the Bidding Documents at this address from 08:00 hours to 12:00 hours and 14:00 hours to 17:00 hours, local time, Monday to Friday. 6. Bidding will be conducted through International Competitive Bidding (ICB) procedures specified in the African Development Bank Group’s Rules and Procedures for Procurement of Goods and Works, May 2008 Edition (revised 2012) and is open to all bidders from eligible source countries as defined in the Guidelines.
7. A complete set of Bidding Documents in English can be obtained upon payment of a non-refundable fee of ZMW 1000.00 or its equivalent in any freely convertible currency of the prevailing Bank of Zambia exchange rate, in cash or by Bank certified cheque per bid at the address given below during office hours between 08:00 hours to 13:00 hours and 14:00 hours to 17:00 hours Local Time
8. Sealed Bids clearly marked ‘‘ Construction of Water and Sewerage Infrastructure in Kasama and Mbala – LOT 1 – Integrated Small Towns Water Supply and Sanitation Program and Construction of Water and Sewerage Infrastructure in Mpika and Nakonde

• LOT 2 – Integrated Small Towns Water Supply and Sanitation Program should be deposited in the Tender Box at Ministry of Water Development, Sanitation and Environmental Protection, 3rd Floor, Mukuba Pension House, Dedan Kimathi Avenue, Lusaka, Zambia on or before 10:30hrs local time 18^th September 2018. Bids will be opened in the presence of bidders’ representatives who choose to attend on 18^th September 2019 at 10:30hrs

9. Bids must be accompanied by a Bid security (Unconditional Bank Guarantee) or equivalent amount in a freely convertible currency, issued by reputable Institutions with a bid validity period of 120 days from bid submission date :
   • Lot 1 – USD 650,000.00
   • Lot 2 – USD 350,000.00
