Name of Project : TECHNOLOGIES FOR AFRICAN AGRICULTURAL TRANSFORMATION (TAAT)- PHASE II
GENERAL PROCUREMENT NOTICE :
- The International Institute for Tropical Agriculture (IITA) has received a grant from the African Development Fund to finance the TECHNOLOGIES FOR AFRICAN AGRICULTURAL TRANSFORMATION (TAAT) – PHASE II (Project ID. No. P-Z1-AA0-139; Grant No. 2100155041681) ;
- The principal objective of this project is to improve the business of agriculture across Africa by raising agricultural productivity, mitigating risks, and promoting diversification and processing in 18 agricultural value chains within eight Priority Intervention Areas.
TAAT II will support African Development Fund (ADF) Regional Member Countries (RMCs) in the implementation of AEFPF through policy and institutional reforms to accelerate the delivery of fertilizers and climate-resilient seeds for 20 million farmers. TAAT II builds on the achievement of TAAT I and will strengthen National and Regional Seed Systems for selected RMCs to deliver enough climate-resilient seed to farmers using a market-based model and provide support to the local private sector to scale technologies and services (seeds, fertilizers, extension) at village level. The policy reform and enabling environment compact will continue its efforts to harmonize regional policies critical to agricultural sector development with a focus on seed systems. The enhanced policy compact will build on the Bank’s relationship with the African Union with which we will jointly reach out to RECs to ensure greater traction and ownership of policy harmonization efforts within the framework of the Comprehensive Africa Agriculture Development Programme (CAADP) commitments, and the agricultural pillar of the Africa Continental Free Trade Agreement (AfCFTA). Procurement will be mostly supply of goods and services using the Bank’s open competitive methods where applicable.
- The project comprises the following components :
Component 1: Creation of Enabling Environment (EE). This component focuses on supporting processes to develop, implement and enforce policies and regulations conducive to a productive, inclusive and sustainable agricultural transformation. It covers two main activities: (i) Building the capacity of Agribusiness Small and Medium-Size Enterprises (ASMEs) in accordance with Good Agricultural Practices (GAPs) for effective delivery of agricultural services related to soil analysis, quality seeds, quality fertilizers and their applications; and (ii) Supporting institutions that collaborate with Regional Economic Communities (RECs) and their specialized institutions that are involved in the provision of services.
Component 2: Establishment of Regional Technology Delivery Infrastructure (RTDI). RTDI is a network of agencies (including RECs) tasked to identify, develop, and deploy technologies, resources and infrastructure required to meet Project objectives and specific Feed Africa objectives. This component covers two main activities: (i) Strengthening Innovation Platform (lP) networks and stakeholders (such as agricultural extensions) that focus on agribusiness for access to proven agricultural and food production technologies as well as co-operant factors that help ensure productivity increases; and (ii) Building capacity of young agribusiness owners (in collaboration with ENABLE Youth) for effective agribusiness operations (i.e. mentorship, partnerships/networking and links to finance).
Component 3: Deployment of Appropriate Agricultural Technologies (DAT). This component facilitates the link between the providers of agricultural technology, farmers, markets, and consumers, serving as the Project supply chain. It covers two main activities :
- Supporting technical assistance (TA) programs on business plan development and marketing to agripreneurs geared towards more effective involvement in the delivery of agricultural technologies; and (ii) Developing a network of digitally connected Agro-dealers and linking them with related private sector providers in the agricultural value chain to build a complete ecosystem of services for farmers to boost their productivity and resilience.
Component 4: Project Management and Coordination (PM&C). This component ensures that Project resources are effectively managed as required by the Bank’s regulations. It covers two main activities: (i) Coordinating and managing activities, ensuring timely monitoring, and providing quarterly and annual reports; and (ii) Preparing work programs, budgets, and audit reports.
